 1                     AMENDMENT TO SENATE BILL 10

 2        AMENDMENT NO.     .  Amend Senate Bill 10, AS AMENDED, by
 3    replacing everything  after  the  enacting  clause  with  the
 4    following:

 5        "Section 5.  The University of Illinois Act is amended by
 6    adding Section 25 as follows:

 7        (110 ILCS 305/25 new)
 8        Sec.  25.  Limitation on tuition increase. Beginning with
 9    the  2004-2005  academic  year,  the   tuition   charged   an
10    undergraduate  student  who is an Illinois resident shall not
11    exceed the amount that the student was charged at the time he
12    or  she  first  enrolled  in  the  University.  This  Section
13    constitutes a binding and irrevocable tuition guarantee for 4
14    academic years.

15        Section 10.  The Southern Illinois University  Management
16    Act is amended by adding Section 15 as follows:

17        (110 ILCS 520/15 new)
18        Sec.  15.  Limitation on tuition increase. Beginning with
19    the  2004-2005  academic  year,  the   tuition   charged   an
20    undergraduate  student  who is an Illinois resident shall not

 1    exceed the amount that the student was charged at the time he
 2    or  she  first  enrolled  in  the  University.  This  Section
 3    constitutes a binding and irrevocable tuition guarantee for 4
 4    academic years.

 5        Section 15.  The Chicago State University Law is  amended
 6    by adding Section 5-120 as follows:

 7        (110 ILCS 660/5-120 new)
 8        Sec.  5-120.  Limitation  on  tuition increase. Beginning
 9    with the 2004-2005 academic  year,  the  tuition  charged  an
10    undergraduate  student  who is an Illinois resident shall not
11    exceed the amount that the student was charged at the time he
12    or  she  first  enrolled  in  the  University.  This  Section
13    constitutes a binding and irrevocable tuition guarantee for 4
14    academic years.

15        Section 20.   The  Eastern  Illinois  University  Law  is
16    amended by adding Section 10-120 as follows:

17        (110 ILCS 665/10-120 new)
18        Sec.  10-120.  Limitation  on tuition increase. Beginning
19    with the 2004-2005 academic  year,  the  tuition  charged  an
20    undergraduate  student  who is an Illinois resident shall not
21    exceed the amount that the student was charged at the time he
22    or  she  first  enrolled  in  the  University.  This  Section
23    constitutes a binding and irrevocable tuition guarantee for 4
24    academic years.

25        Section  25.   The  Governors  State  University  Law  is
26    amended by adding Section 15-120 as follows:

27        (110 ILCS 670/15-120 new)
28        Sec. 15-120.  Limitation on tuition  increase.  Beginning

 1    with  the  2004-2005  academic  year,  the tuition charged an
 2    undergraduate student who is an Illinois resident  shall  not
 3    exceed the amount that the student was charged at the time he
 4    or  she  first  enrolled  in  the  University.  This  Section
 5    constitutes a binding and irrevocable tuition guarantee for 4
 6    academic years.

 7        Section 30.  The Illinois State University Law is amended
 8    by adding Section 20-125 as follows:

 9        (110 ILCS 675/20-125 new)
10        Sec.  20-125.  Limitation  on tuition increase. Beginning
11    with the 2004-2005 academic  year,  the  tuition  charged  an
12    undergraduate  student  who is an Illinois resident shall not
13    exceed the amount that the student was charged at the time he
14    or  she  first  enrolled  in  the  University.  This  Section
15    constitutes a binding and irrevocable tuition guarantee for 4
16    academic years.

17        Section 35.  The Northeastern Illinois University Law  is
18    amended by adding Section 25-120 as follows:

19        (110 ILCS 680/25-120 new)
20        Sec.  25-120.  Limitation  on tuition increase. Beginning
21    with the 2004-2005 academic  year,  the  tuition  charged  an
22    undergraduate  student  who is an Illinois resident shall not
23    exceed the amount that the student was charged at the time he
24    or  she  first  enrolled  in  the  University.  This  Section
25    constitutes a binding and irrevocable tuition guarantee for 4
26    academic years.

27        Section 40.  The  Northern  Illinois  University  Law  is
28    amended by adding Section 30-130 as follows:

 1        (110 ILCS 685/30-130 new)
 2        Sec.  30-130.  Limitation  on tuition increase. Beginning
 3    with the 2004-2005 academic  year,  the  tuition  charged  an
 4    undergraduate  student  who is an Illinois resident shall not
 5    exceed the amount that the student was charged at the time he
 6    or  she  first  enrolled  in  the  University.  This  Section
 7    constitutes a binding and irrevocable tuition guarantee for 4
 8    academic years.

 9        Section 45.   The  Western  Illinois  University  Law  is
10    amended by adding Section 35-125 as follows:

11        (110 ILCS 690/35-125 new)
12        Sec.  35-125.  Limitation  on tuition increase. Beginning
13    with the 2004-2005 academic  year,  the  tuition  charged  an
14    undergraduate  student  who is an Illinois resident shall not
15    exceed the amount that the student was charged at the time he
16    or  she  first  enrolled  in  the  University.  This  Section
17    constitutes a binding and irrevocable tuition guarantee for 4
18    academic years.".
