AMENDMENT TO HOUSE RESOLUTION 413

2     AMENDMENT NO. ___. Amend House Resolution 413 on page 1, by
3 replacing lines 27 through 31 with the following:
 
4     "RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
5 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6 the Illinois Department of Human Services consider the
7 feasibility of creating a State Advocacy Program for the
8 Homeless Mentally Ill and Developmentally Disabled; and be it
9 further
 
10      RESOLVED, That if a State Advocacy Program for the
11 Homeless Mentally Ill and Developmentally Disabled is created
12 by the Department of Human Services, it should be established
13 within the Bureau of Homeless Services and Supportive Housing
14 and that its duties include at least the following:
15     (1) promote and facilitate the development of
16 community-based support systems to protect the health, safety,
17 welfare, and civil rights of homeless individuals with mental
18 illness or developmental disabilities;
19     (2) assist in the development and implementation of
20 programs under a coordinated, comprehensive, and integrated
21 community-based support system for these individuals;
22     (3) develop a plan providing assistance to homeless
23 persons, including financial aid, food, clothing, health care,
24 counseling, training, and employment services that may enable

1 the person to become self-sufficient in a stable living
2 environment;
3     (4) provide assistance through individualized service
4 plans; and
5     (5) identify and secure sources of funding for the services
6 for homeless individuals with mental illness or developmental
7 disabilities and assist in the development of criteria,
8 standards, and procedures for allocating those resources in the
9 most effective manner possible; and be it further
 
10      RESOLVED, That the Department of Human Services report to
11 the Governor and the General Assembly by January 1, 2005
12 regarding its determination of the feasibility of creating the
13 State Advocacy Program of the Homeless Mentally Ill and
14 Developmentally Disabled, together with a plan for
15 implementation if applicable; and be it further
 
16      RESOLVED, That a copy of this resolution be provided to
17 the Secretary of Human Services."; and
 
18 by deleting pages 2 and 3.
