AMENDMENT TO HOUSE BILL 6848

2     AMENDMENT NO. ______. Amend House Bill 6848, AS AMENDED, by
3 replacing everything after the enacting clause with the
4 following:
 
5     "Section 5. The Local Planning Technical Assistance Act is
6 amended by adding Section 42 as follows:
 
7     (20 ILCS 662/42 new)
8     Sec. 42. Local Planning Task Force.
9     (a) The Local Planning Task Force is hereby created. The
10 Task Force shall consist of the following members: (i) the
11 Director of Commerce and Economic Opportunity, or his or her
12 designee, who shall serve as the chair of the Task Force; (ii)
13 the Secretary of Transportation, or his or her designee; (iii)
14 the Director of the Illinois Housing Development Authority, or
15 his or her designee; (iv) the Director of Natural Resources, or
16 his or designee; (v) the Director of the Environmental
17 Protection Agency, or his or her designee; and (vi) the
18 Director of Agriculture, or his or her designee.
19     (b) The Task Force shall meet at the call of the chair.
20 Meetings of the Task Force are subject to the Open Meetings
21 Act, and the Task Force must afford an opportunity for public
22 comment at each of its meetings.
23     (c) The Task Force shall:
24         (1) Identify existing State planning programs within

1 the State departments and agencies represented on the Task
2 Force.
3         (2) Recommend that the State departments or agencies
4 responsible for the for the identified programs adopt rules
5 to require those programs to comply with Section 25 of this
6 Act.
7         (2) Develop a system of preferences for grants to local
8 communities that have completed a comprehensive plan in
9 accordance with this Act to receive additional
10 infrastructure, natural resource, agriculture,
11 transportation, housing, economic development, and
12 workforce development grant programs.
13         (3) Identify additional State resources to provide
14 local planning grants.
15         (4) Report to the General Assembly by December 31, 2004
16 concerning the completion of the tasks required by this
17 Section.
 
18     Section 99. Effective date. This Act takes effect upon
19 becoming law.".
