 1                    AMENDMENT TO HOUSE BILL 2671

 2        AMENDMENT NO.     .  Amend House Bill 2671  by  replacing
 3    everything after the enacting clause with the following:

 4                             "ARTICLE 1

 5        Section  5.  The  following  named  amounts,  or  so much
 6    thereof as may be necessary, respectively,  for  the  objects
 7    and  purposes  hereinafter  named,  are appropriated from the
 8    General Revenue Fund to the Board of Higher Education to meet
 9    ordinary and contingent expenses for the fiscal  year  ending
10    June 30, 2004:

 2    as may be necessary, is appropriated from the General Revenue
 3    Fund to the Board of Higher Education for  payment  into  the
 4    Health Insurance Reserve Fund.

 5        Section 20.  The sum of $2,000,000, or so much thereof as
 6    may be necessary, is appropriated from the Tobacco Settlement
 7    Recovery Fund to the Board of Higher Education for a grant to
 8    the  Board  of  Trustees  of  the  University  of Illinois to
 9    support veterinary medicine research.

10        Section 25.  The following  named  amounts,  or  so  much
11    thereof  as  may  be  necessary,  are  appropriated  from the
12    General Revenue Fund to the Board  of  Higher  Education  for
13    distribution  as  grants  authorized  by the Higher Education
14    Cooperation Act:

13        Section 40.  The sum of $1,000,000, or so much thereof as
14    may  be  necessary,  is appropriated from the General Revenue
15    Fund to the Board of Higher Education  for  a  grant  to  the
16    Board of Trustees of the University Center of Lake County for
17    the ordinary and contingent expenses of the Center.

18        Section 45.  The sum of $9,500,000, or so much thereof as
19    may  be  necessary,  is appropriated from the General Revenue
20    Fund to the Board of Higher  Education  for  distribution  as
21    incentive grants to Illinois higher education institutions in
22    the competition for external grants and contracts.

23        Section  60.  The  sum of $17,000,000, or so much thereof
24    as may be necessary, is appropriated from the General Revenue
25    Fund to the Board of Higher  Education  for  distribution  as
26    grants  authorized  by  the  Health Services Education Grants
27    Act.

28        Section 70.  The sum of $1,831,000, or so much thereof as
29    may be necessary, is appropriated from  the  General  Revenue
30    Fund  to  the  Board  of Higher Education for distribution as

 1    engineering equipment grants authorized by  Section  9.13  of
 2    the Board of Higher Education Act.

 3        Section 75.  The sum of $4,700,000, or so much thereof as
 4    may be necessary, is appropriated from the BHE Federal Grants
 5    Fund  to  the Board of Higher Education for grants from funds
 6    provided  under  the  Eisenhower   Professional   Development
 7    Program.

 8        Section 80.  The sum of $2,750,000, or so much thereof as
 9    may  be  necessary,  is appropriated from the General Revenue
10    Fund to the Department of Public Health for  distribution  of
11    medical  education  scholarships  authorized  by  an  Act  to
12    provide  grants  for  family  practice residency programs and
13    medical student scholarships through the Illinois  Department
14    of Public Health.

15        Section 85.  The sum of $2,000,000, or so much thereof as
16    may  be  necessary,  is appropriated from the General Revenue
17    Fund to the Board of Higher  Education  for  distribution  as
18    grants  authorized by the Illinois Consortium for Educational
19    Opportunity Act.

20        Section 95.  The sum of $10,110,000, or so  much  thereof
21    as  may  be  necessary,  is appropriated from the BHE Federal
22    Grants Fund to the Board of Higher Education to  be  expended
23    under  the  terms  and conditions associated with the federal
24    contracts and grants moneys received.

25        Section 100.  The sum of $2,100,000, or so  much  thereof
26    as may be necessary, is appropriated from the General Revenue
27    Fund  to  the  Board  of Higher Education for distribution as
28    grants for Cooperative Work Study Programs to institutions of
29    higher education.

 1        Section 110.  The sum of $100,000, or so much thereof  as
 2    may  be  necessary,  is appropriated from the General Revenue
 3    Fund  to  the  Board  of  Higher  Education  for   graduation
 4    incentives grants.

 5        Section  115.  The  sum of $1,427,000, or so much thereof
 6    as may be necessary, is appropriated from the General Revenue
 7    Fund to the Board of Higher  Education  for  grants  for  the
 8    Career  Academies,  including  the Public Policy High School,
 9    the Economic and Finance High School, and  the  International
10    High School.

11        Section  130.  In  addition  to any amounts previously or
12    elsewhere appropriated, the sum of  $1,100,000,  or  so  much
13    thereof as may be necessary, is appropriated from the General
14    Revenue  Fund to the Board of Higher Education for a grant to
15    the State  Geological  Survey  for  ordinary  and  contingent
16    expenses,  in  addition to amounts appropriated elsewhere for
17    this purpose.

18        Section 135.  The following named  amounts,  or  so  much
19    thereof  as  may  be necessary, respectively, for the objects
20    and purposes hereinafter named,  are  appropriated  from  the
21    General  Revenue Fund to the Illinois Mathematics and Science
22    Academy to meet ordinary  and  contingent  expenses  for  the

25    Assistance  Commission  from  the Higher EdNet Fund for costs
26    associated with administration of the Illinois Higher  EdNet,
27    a  clearinghouse  for  post-secondary education financial aid
28    information.

25    payment  of grant awards to students eligible to receive such
26    awards, as provided by law, including up  to  $7,000,000  for
27    transfer into the Monetary Award Program Reserve Fund.

28        Section  30.  The  following  named  amount,  or  so much
29    thereof as may be necessary,  respectively,  is  appropriated
30    from  the Monetary Award Program Reserve Fund to the Illinois
31    Student Assistance Commission for the following purpose:

 7    purpose:

12        Section 65.  The following sum, or so much thereof as may
13    be  necessary,  is  appropriated  from  the  Federal  Student
14    Incentive  Trust  Fund for the Federal Leveraging Educational
15    Assistance and Supplemental Leveraging Educational Assistance
16    Programs to the Illinois Student Assistance   Commission  for
17    the following purpose:

19    For  payment  of  Monetary Award Program grant
20      awards  to  full  and   part-time   students
21      eligible   to   receive   such   awards,  as

23        Section 70.  The sum of $150,000, or so much  thereof  as
24    may  be  necessary,  is  appropriated to the Illinois Student
25    Assistance Commission  from  the  General  Revenue  Fund  for
26    support   of   new   initiatives  to  increase  awareness  of
27    educational and financial aid opportunities among underserved
28    or underrepresented populations.

29        Section 75.  The sum of $220,000,000, or so much  thereof
30    as may be necessary, is appropriated from the Federal Student

 1    Loan  Fund  to the Illinois Student Assistance Commission for
 2    distribution when necessary as a result of the following: for
 3    guarantees of loans that are  uncollectable,  for  collection
 4    payments to the Student Loan Operating Fund as required under
 5    agreements with the United States Secretary of Education, for
 6    payment  to  the  Student  Loan  Operating  Fund  for Default
 7    Aversion Fees, and for other distributions as  necessary  and
 8    provided for under the Federal Higher Education Act.

 9        Section  80.  The  sum of $24,000,000, or so much thereof
10    as may be  necessary,    is   appropriated  to  the  Illinois
11    Student Assistance Commission from the Student Loan Operating
12    Fund  for  distribution  as  necessary for the following: for
13    payment of collection agency fees associated with  collection
14    activities  for  Federal  Family Education Loans, for Default
15    Aversion Fee reversals, and for  distributions  as  necessary
16    and provided for under the Federal Higher Education Act.

17        Section 85.  The sum of $5,000,000, or so much thereof as
18    may  be  necessary,  is  appropriated to the Illinois Student
19    Assistance Commission from the Student  Loan  Operating  Fund
20    for costs associated with Federal Loan System Development and
21    Maintenance.

22        Section  90.  The  sum of $13,000,000, or so much thereof
23    as may be necessary, is appropriated to the Illinois  Student
24    Assistance  Commission  from  the Student Loan Operating Fund
25    for  transfer  to  the  Federal   Student   Loan   Fund   for
26    reimbursement   of   sums  transferred  for  working  capital
27    purposes as permitted by federal law.

28        Section 95.  The sum of $1,300,000, or so much thereof as
29    may be necessary, is appropriated from  the  Federal  Reserve
30    Recall Fund to the Illinois Student Assistance Commission for

 1    default  prevention  activities  and transfers to the Student
 2    Loan Operating Fund.

 3        Section 100.  The sum of $300,000, or  so  much  of  that
 4    amount as may be necessary, is appropriated from the Accounts
 5    Receivable Fund to the Illinois Student Assistance Commission
 6    for  costs  associated  with  the  collection  of  delinquent
 7    scholarship awards pursuant to the Illinois State  Collection
 8    Act of 1986.

 9        Section  105.  The  following  named  amount,  or so much
10    thereof as may be necessary, is appropriated from the Federal
11    Student Assistance Scholarship Fund to the  Illinois  Student
12    Assistance Commission for the following purpose:
13      For payment of Robert C. Byrd
14       Honors Scholarships........................   $1,800,000

15        Section  110.  The  sum of $70,000, or so much thereof as
16    may be  necessary,  is appropriated to the  Illinois  Student
17    Assistance  Commission  from  the  University  Grant Fund for
18    payment of  grants  for  the  Higher Education License  Plate
19    Program, as provided by law.

20        Section  115.  The  following  named  amount,  or so much
21    thereof as may be necessary, is appropriated from the Federal
22    Reserve  Recall  Fund  to  the  Illinois  Student  Assistance
23    Commission for the following purpose:
24    For student loan reserve recalled by the
25      Secretary of Education, United States
26      Department of Education, for transfer to
27      the Federal Student Loan Fund .................$  4,000,000

28        Section 120.  The following  named  amount,  or  so  much
29    thereof as may be necessary, is appropriated from the Federal

 1    Student  Assistance  Scholarship Fund to the Illinois Student
 2    Assistance Commission for the following purpose:
 3    For transferring repayment funds collected
 4      under the Paul Douglas Teacher Scholarship
 5      Program to the U.S. Treasury ....................$  400,000

 6        Section 125.  The following named  amounts,  or  so  much
 7    thereof  as  may  be  necessary,  are  appropriated  from the
 8    Student  Loan  Operating  Fund  to   the   Illinois   Student
 9    Assistance Commission for the following purposes:
10    Enhance Outreach and Awareness ......................$162,500
11    E-Learning Initiative ..............................  250,000
12        Total                                            $412,500

13                              ARTICLE 3

14        Section  5.  The  sum  of $143,525, or so much thereof as
15    may be necessary and  remains  unexpended  at  the  close  of
16    business  on  June  30, 2003, from a reappropriation made for
17    such purpose in Article 14, Section 5 of Public  Act  92-538,
18    is  reappropriated  from  the Capital Development Fund to the
19    Illinois Community College Board for distribution  as  grants
20    to   community   colleges   for   technology   infrastructure
21    improvements. No contract shall be entered into or obligation
22    incurred  for any expenditures from the appropriation made in
23    this Section until after the purposes and amounts  have  been
24    approved in writing by the Governor.

25        Section  10.  The  sum  of $73,396, or so much thereof as
26    may be necessary and  remains  unexpended  at  the  close  of
27    business  on  June  30, 2003, from a reappropriation made for
28    such purpose in Article 14, Section 10 of Public Act  92-538,
29    is  reappropriated  from  the Capital Development Fund to the
30    Illinois Community College Board for distribution  as  grants

 1    to   community   colleges   for   technology   infrastructure
 2    improvements. No contract shall be entered into or obligation
 3    incurred  for any expenditures from the appropriation made in
 4    this Section until after the purposes and amounts  have  been
 5    approved in writing by the Governor.

 6        Section  15.  The  following  named  amounts,  or so much
 7    thereof as may be necessary, respectively,  for  the  objects
 8    and  purposes  hereinafter  named,  are appropriated from the
 9    General Revenue Fund to the Illinois Community College  Board
10    for ordinary and contingent expenses:

25        Section  30.  The  sum of $25,000,000, or so much thereof
26    as may  be  necessary,  is  appropriated  from  the  Illinois
27    Community  College  Board  Contracts  and  Grants Fund to the
28    Illinois Community College Board to  be  expended  under  the
29    terms   and  conditions  associated  with  the  moneys  being
30    received.

 1        Section 35.  The sum of $1,500,000, or so much thereof as
 2    may  be  necessary,  is  appropriated  from  the  ICCB  Adult
 3    Education Fund to the Illinois Community  College  Board  for
 4    operational  expenses associated with administration of adult
 5    education and literacy activities.

 6        Section 45.  The following  named  amounts,  or  so  much
 7    thereof  as  may be necessary, respectively, are appropriated
 8    from the General  Revenue  Fund  to  the  Illinois  Community
 9    College Board for distribution to qualifying public community
10    colleges for the purposes specified:

20        Section 50.  The sum of $2,089,100, or so much thereof as
21    may  be  necessary,  is appropriated from the General Revenue
22    Fund to the Illinois Community College Board  for  grants  to
23    operate  an  educational  facility  in  the  former community
24    college district #541 in East St. Louis.

25        Section 85.  The sum of $120,100, or so much  thereof  as
26    may  be  necessary,  is appropriated from the General Revenue
27    Fund to the Illinois Community  College  Board  for  awarding

13    Office of Technology Transfer.

17    for the purpose of  maintaining  the  Illinois  Fire  Service
18    Institute, paying the Institute's expenses, and providing the

15    reappropriated from the Capital Development Fund to the Board
16    of  Trustees  of  the  University of Illinois to plan for all
17    aspects of construction and  to  acquire  and  develop  land,
18    including   demolition,   landscaping,   site   improvements,
19    extension   and   modification  of  campus  utility  systems,
20    relocation of programs, and such other  expenses  as  may  be
21    necessary  to  construct  a  College  of Medicine building in
22    Chicago.

23        Section 35.  The sum of $40,698,713, or so  much  thereof

25    from a reappropriation heretofore made for  such  purpose  in
26    Article   13,   Section   45   of   Public   Act  92-538,  is
27    reappropriated from the Capital Development Fund to the Board
28    of Trustees of the University of  Illinois  to  construct  an
29    education  and  research facility for the College of Medicine
30    in Chicago, including planning, land acquisition, demolition,

21    made in Article 1,  Section  16  of  Public  Act  92-717,  is
22    reappropriated from the Capital Development Fund to the Board
23    of  Trustees  of  the  University  of  Illinois  to  plan and
24    construct an Education and Research facility for the  College
25    of Medicine in Chicago, including planning, land acquisition,

 5    reappropriated from the Capital Development Fund to the Board
 6    of  Trustees  of  the  University  of  Illinois  to  plan and
 7    construct a Classroom and Office Building at the  Springfield
 8    Campus  and related utility systems, including planning, land
 9    acquisition,    demolition,     construction,     remodeling,
10    landscaping,   site  improvements,  equipment,  extension  or
11    modification of campus utility systems, and such expenses  as
12    may   be   necessary   to   complete   the   facility.   This
13    appropriation is in addition to any other funds  appropriated

15        Section  80.  The  sum of $13,761,948, or so much thereof
16    as may be necessary and remains unexpended at  the  close  of
17    business  on  June 30, 2003, from an appropriation heretofore
18    made in Article 2,  Section  48  of  Public  Act  92-717,  as
19    amended,  is reappropriated from the Capital Development Fund
20    to the Board of Trustees of the University  of  Illinois  for
21    all  costs  associated with the space needs of the Department
22    of  Natural  Resources,  Illinois  Natural   History   Survey
23    Division and State Water Survey Division on the campus of the
24    University  of Illinois in Champaign, including construction,
25    capital  facilities,  planning,  relocation,  renovation  and
26    rehabilitation, mechanical systems, materials,  services  and
27    all other costs required to complete the work.

29        Section  5.  The  sum of $216,703,699, or so much thereof
30    as may be necessary, is appropriated from the General Revenue
31    Fund to the Board of Trustees of Southern Illinois University

 7    for  all costs required to match the Federal Title II Teacher
 8    Quality  Enhancement  State  Grant  for   Southern   Illinois
 9    University at Carbondale, including payment to the University
10    for personal services and related costs incurred.

11        Section  15.  The  sum of $250,000, or so much thereof as
12    may be necessary, is appropriated from  the  General  Revenue
13    Fund to the Board of Trustees of Southern Illinois University
14    for  all costs required to match the Federal Title II Teacher
15    Quality  Enhancement  State  Grant  for   Southern   Illinois
16    University   at   Edwardsville,   including  payment  to  the
17    University for personal services and related costs incurred.

18                              ARTICLE 6

19        Section 5.  The sum of $101,798,900, or so  much  thereof
20    as may be necessary, is appropriated from the General Revenue
21    Fund to the Board of Trustees of Northern Illinois University
22    to   meet   the  ordinary  and  contingent  expenses  of  the
23    University,  including  payment  or  reimbursement   to   the
24    University  for personal services and related costs, incurred
25    during the fiscal year ending June 30, 2004.

26        Section 10.  The sum of $10,075, or so  much  thereof  as
27    may  be necessary, is appropriated from the State College and
28    University Trust Fund to the Board of  Trustees  of  Northern
29    Illinois   University   for   scholarship  grant  awards,  in

 7    payment to the University for personal services  and  related
 8    costs  incurred  during  the fiscal year ending June 30, 2004
 9    and for salaries accrued but unpaid to academic personnel for
10    personal  services  rendered   during   the   academic   year
11    2001-2002.

12        Section  10.  The  sum  of $30,000, or so much thereof as
13    may be necessary, is appropriated from the State College  and
14    University  Trust  Fund  to  Illinois  State  University  for
15    student financial assistance.

17        Section 5.  The sum of $56,091,100, or so much thereof as
18    may  be  necessary,  is appropriated from the General Revenue
19    Fund to the Board of Trustees of Western Illinois  University
20    for any expenditures or purposes authorized by law, including
21    payment  to  the University for personal services and related
22    costs incurred.

23        Section 10.  The amount of $10,000, or so much thereof as
24    may be necessary, is appropriated from the State College  and
25    University  Trust  Fund  to  the Board of Trustees of Western
26    Illinois University for scholarship  grant  awards  from  the

17    to the Board of Trustees of Eastern  Illinois  University  to
18    purchase  equipment  for  the renovation and expansion of the
19    Fine Arts Center.  No  contract  shall  be  entered  into  or
20    obligation    incurred   for   any   expenditure   from   the
21    appropriation made in this Section until  after  the  purpose
22    and amounts have been approved in writing by the Governor.

23        Section 30.  The sum of $2,000, or so much thereof as may
24    be  necessary,  is  appropriated  from  the State College and
25    University Trust Fund to the Board  of  Trustees  of  Eastern
26    Illinois   University   for   scholarship  grant  awards,  in
27    accordance with Public Act 91-0083.

15    made  in  Article  1,  Section  18  of  Public Act 92-717, is
16    reappropriated from the Capital Development Fund to the Board
17    of Trustees of Northeastern Illinois University  to  purchase
18    equipment   and   remodel   buildings   A,  B  and  E.   This
19    appropriation  is  in  addition  to  any   funds   previously
20    appropriated.

22        Section 5.  The sum of $24,180,100, or so much thereof as
23    may  be  necessary,  is appropriated from the General Revenue
24    Fund to the Board of Trustees of Governors  State  University

14    business on June 30, 2003, from an  appropriation  heretofore
15    made  in  Article  1,  Section  20  of  Public Act 92-717, is
16    reappropriated from the Capital Development Fund to the Board
17    of Trustees of Chicago State University to purchase equipment
18    to complete the construction of the Convocation Center.  This
19    appropriation  is  in  addition  to  any   funds   previously
20    appropriated.

21        Section  20. The sum of $1,136,100, or so much thereof as
22    may be necessary, is appropriated from  the  General  Revenue
23    Fund to the Board of Trustees of Chicago State University for
24    additional operation expenses and restructuring of collegiate
25    programs.
