1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Sex Education Act is amended by changing
5 Section 3 as follows:
6 (105 ILCS 130/3) (from Ch. 122, par. 698.53)
7 Sec. 3. A Sex Education Advisory Board is established
8 and shall consist of 9 members. The Director of Corrections,
9 the Director of Children and Family Services, the Director of
10 Public Health, and the Secretary of Human Services shall
11 serve as ex officio members of the Advisory Board. However,
12 any such Director or Secretary may designate an individual
13 employed by his Department to serve in his place and
14 represent his Department on the Advisory Board. The State
15 Board of Education shall appoint 4 persons to the Advisory
16 Board who shall be members of, and shall represent, the
17 general public. In making such appointments the State Board
18 shall give due consideration to the recommendations of
19 various religious, professional, civic and educational groups
20 interested in providing sex education in public schools. The
21 terms of these public members shall terminate February 1,
22 1967. Thereafter, new appointments of the public members
23 shall be made in like manner and such members shall serve 4
24 year terms of office and until their successors are appointed
25 and qualified. Vacancies in the terms of public members shall
26 be filled in like manner as original appointments for the
27 balance of the unexpired term or terms. All members of the
28 Advisory Board shall serve without compensation but shall be
29 reimbursed for necessary expenses incurred in performing
30 their duties.
31 The Board shall examine the motion pictures, literature

1 and educational programs as provided for by this Act, and
2 shall recommend criteria in regard to scope and emphasis of
3 such motion pictures, literature and educational programs.
4 The Board shall also make recommendations in regard to
5 policies for distribution of the sex education materials,
6 including but not limited to the policies relating to the
7 grade-levels to which such films are to be shown, the age at
8 which such films are first to be received, the frequency of
9 exhibition and the general method of presentation.
10 The Board must meet semiannually to discuss issues
11 regarding sex. The Board shall explore the relationship
12 between race and teen pregnancy.
13 The Board shall select a Chairman and establish rules and
14 procedures for its proceedings not inconsistent with the
15 provisions of the Act. All matters coming before the Board
16 shall be decided by a majority vote of those present at the
17 meeting.
