 1                    AMENDMENT TO HOUSE BILL 2544

 2        AMENDMENT NO.     .  Amend House Bill 2544  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  5.  The  Illinois  Municipal Code is amended by
 5    adding Section 3.1-15-45 as follows:

 6        (65 ILCS 5/3.1-15-45 new)
 7        Sec. 3.1-15-45. Cumulative  voting.  Notwithstanding  any
 8    law  to  the  contrary,  any  municipality may, by ordinance,
 9    elect to  grant  cumulative  voting  rights  to  electors  in
10    primary  and general municipal elections. If the ordinance is
11    adopted, each elector in the municipality may cast all of his
12    or her votes for alderman, trustee, commissioner,  or  member
13    for  one  candidate  or distribute the votes equally among no
14    more than the number of candidates  to  be  elected  at  that
15    election, and the candidates with the highest number of votes
16    shall be declared elected.".
