1 AN ACT in relation to transportation.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Regional Transportation Authority Act is
5 amended by changing Section 3A.13 as follows:
6 (70 ILCS 3615/3A.13) (from Ch. 111 2/3, par. 703A.13)
7 Sec. 3A.13. Regions.
8 For purposes of this Article Regions are defined as
9 follows:
10 (1) The North Shore Region includes all the territory,
11 municipalities and unincorporated areas of the County of
12 Cook, State of Illinois, bounded by: Lake Michigan from the
13 Cook-Lake County line southerly to the north corporate limit
14 of the City of Chicago; the north corporate limits of the
15 City of Chicago from Lake Michigan westerly to the east
16 corporate limit of the Village of Niles; the east corporate
17 limits of the Village of Niles from a point where the east
18 corporate limit of the Village of Niles meets both the south
19 corporate limit of the Village of Skokie and the north
20 corporate limit of the City of Chicago to the point where the
21 north corporate limit of the Village of Niles crosses the
22 center of the right-of-way of Illinois Route 21 (Milwaukee
23 Avenue); the center of the right-of-way of Illinois Route 21
24 (Milwaukee Avenue) to the point where the center of the
25 right-of-way of Illinois Route 21 (Milwaukee Avenue) meets
26 the centerline of Interstate Route 294 (Tri-State Tollway);
27 the center line of Interstate Route 294 (Tri-State Tollway)
28 from the center of the right-of-way of Illinois Route 21
29 (Milwaukee Avenue) to the Cook-Lake County line; and the
30 Cook-Lake County line from the centerline of Interstate Route
31 294 (Tri-State Tollway) to Lake Michigan.

1 (2) The Northwest Region includes all the territory,
2 municipalities and unincorporated areas of the County of
3 Cook, State of Illinois, bounded by: the centerline of
4 Interstate Route 294 (Tri-State Tollway), from the Cook-Lake
5 County line southerly to the point where the centerline of
6 Interstate Route 294 (Tri-State Tollway) meets the center of
7 the right-of-way of Illinois Route 21 (Milwaukee Avenue); the
8 center of the right-of-way of Illinois Route 21 (Milwaukee
9 Avenue) from the centerline of Interstate Route 294
10 (Tri-State Tollway) to the north corporate limit of the
11 Village of Niles; the north corporate limits of the Village
12 of Niles, from the center of the right-of-way of Illinois
13 Route 21 (Milwaukee Avenue) to the east corporate limit of
14 the Village of Niles; the east corporate limits of the
15 Village of Niles from the north corporate limit of the
16 Village of Niles to the point where the east corporate limit
17 of the Village of Niles meets both the south corporate limit
18 of the Village of Skokie and the north corporate limit of the
19 City of Chicago; the south corporate limits of the Village of
20 Niles from a point where the south corporate limit of the
21 Village of Niles meets both the north corporate limit of the
22 City of Chicago and the south corporate limit of the Village
23 of Skokie westerly to the east corporate limit of the City of
24 Park Ridge, southerly along the east corporate limits of the
25 City of Park Ridge to the centerline of Higgins Road,
26 westerly along the center of the right-of-way of Higgins Road
27 to the east corporate limit of the Village of Rosemont,
28 northerly to the south corporate limit of the City of Des
29 Plaines, westerly and northerly along the north and east
30 corporate limits of the Village of Rosemont to the west
31 corporate limit of the Village of Rosemont, southerly along
32 the west corporate limit of the City of Chicago, westerly
33 along the north corporate limit of the City of Chicago to the
34 east corporate limit of the Village of Elk Grove Village,

1 southerly along the east corporate limit of the Village of
2 Elk Grove Village to the Cook-DuPage County line, and
3 westerly along the Cook-DuPage County line to the Cook-Kane
4 County line; the Cook-Kane County line from the Cook-DuPage
5 County line to the Cook-McHenry County line; the Cook-McHenry
6 County line, from the Cook-Kane County line to the Cook-Lake
7 County line; and the Cook-Lake County line from the
8 Cook-McHenry County line to the centerline of Interstate
9 Route 294 (Tri-State Tollway).
10 (3) The North Central Region includes all the territory,
11 municipalities and unincorporated areas of the County of
12 Cook, State of Illinois, bounded by: the west corporate
13 limits of the City of Chicago from the north corporate limit
14 of the Village of Schiller Park southerly to the south
15 corporate limit of the City of Oak Park; the north and west
16 corporate limits of the City of Berwyn from the west
17 corporate limit of the City of Chicago westerly and southerly
18 to the south corporate limit of the Village of North
19 Riverside, the south corporate limits of the Village of North
20 Riverside from the west corporate limit of the City of Berwyn
21 westerly to the center of Salt Creek, the center of Salt
22 Creek from the south corporate limit of the Village of North
23 Riverside westerly to the east corporate limit of the Village
24 of Westchester, the east and south corporate limits of the
25 Village of Westchester from the center of Salt Creek to the
26 west corporate limit of the Village of LaGrange Park, the
27 west corporate limits of LaGrange Park from the south
28 corporate limit of the Village of Westchester to the center
29 of Salt Creek, the center of Salt Creek from the west
30 corporate limit of the Village of LaGrange Park to the
31 Cook-DuPage County line; the Cook-DuPage County line from the
32 center of Salt Creek northerly to the south corporate limit
33 of the City of Chicago; the south corporate limits of the
34 City of Chicago from the Cook-DuPage County line

1 northeasterly to the north corporate limit of the Village of
2 Schiller Park; and the north corporate limit of the Village
3 of Schiller Park from the south corporate limit of the City
4 of Chicago to the east corporate limit of the Village of
5 Schiller Park. Also included in the North Central Region are
6 the territories within the corporate limits of the Village of
7 Rosemont, the Village of Norridge, the Village of Harwood
8 Heights and the unincorporated areas of Norwood Park
9 Township.
10 (4) The Central Region includes all the territory,
11 municipalities and unincorporated areas of the County of
12 Cook, State of Illinois, bounded by: the west corporate
13 limits of the City of Chicago from the corporate limit of the
14 City of Chicago at Roosevelt Road southerly to the north
15 corporate limit of the Village of Bedford Park; the north and
16 west corporate limits of the Village of Bedford Park from the
17 west corporate limit of the City of Chicago westerly and
18 southerly to the north corporate limit of the Village of
19 Justice; the west corporate limits of the Village of Justice
20 from the south corporate limit of the Village of Bedford Park
21 southerly to the north corporate limit of the Village of
22 Willow Springs; the west and north corporate limits of the
23 Village of Willow Springs southerly and westerly to the west
24 corporate limit of the Village of Willow Springs (near the
25 intersection of 79th Street and Howard Street); the center of
26 the right-of-way of 79th Street from the west corporate limit
27 of the Village of Willow Springs westerly to the Cook-DuPage
28 County line; the Cook-DuPage County line from the center of
29 the right-of-way of 79th Street northerly to the center of
30 Salt Creek; the center of Salt Creek from the Cook-DuPage
31 County line easterly to the west corporate limit of the
32 Village of LaGrange Park; the west corporate limits of the
33 Village of LaGrange Park from the center of Salt Creek
34 northerly to the south corporate limit of the Village of

1 Westchester; the south and east corporate limits of the
2 Village of Westchester from the west corporate limit of the
3 Village of LaGrange Park easterly and northerly to the center
4 of Salt Creek; the center of Salt Creek from the east
5 corporate limit of the Village of Westchester easterly to the
6 north corporate limit of the Village of Brookfield; the north
7 and east corporate limits of the Village of Brookfield from
8 the center of Salt Creek easterly and southerly to the north
9 corporate limit of the Village of Riverside; the north and
10 west corporate limits of the Village of Riverside from the
11 east corporate limit of the Village of Brookfield easterly
12 and northerly to the west corporate limit of the City of
13 Berwyn; the west and north corporate limits of the City of
14 Berwyn from the south corporate limit of the Village of North
15 Riverside northerly and easterly to the west corporate limit
16 of the Town of Cicero; and the north corporate limits of the
17 Town of Cicero from the east corporate limit of the City of
18 Berwyn easterly to the west corporate limit of the City of
19 Chicago. Notwithstanding any provision of this Act to the
20 contrary, the Village of Willow Springs is included in the
21 Central Region as of the effective date of this amendatory
22 Act of the 93rd General Assembly.
23 (5) The Southwest Region includes all the territory,
24 municipalities and unincorporated areas of the County of
25 Cook, State of Illinois, bounded by: the west corporate
26 limits of the City of Chicago from the north corporate limit
27 of the Village of Bedford Park (at Illinois 50-Cicero Avenue)
28 southerly to the north corporate limit of the City of Blue
29 Island (at Maplewood Street); the north and west corporate
30 limits of the City of Blue Island from the west corporate
31 limit of the City of Chicago (at Maplewood Street) westerly
32 and southerly to the east corporate limit of the Village of
33 Robbins; the north and west corporate limits of the Village
34 of Robbins from the west corporate limit of the City of Blue

1 Island westerly and southerly to the north corporate limit of
2 the Village Midlothian; the north and west corporate limits
3 of the Village of Midlothian from the west corporate limit of
4 the Village of Robbins westerly and southerly to the north
5 corporate limits of the Village of Oak Forest; the north and
6 west corporate limits of the Village of Oak Forest from the
7 west corporate limit of the Village of Midlothian westerly
8 and southerly to the north corporate limit of the Village of
9 Tinley Park; the north and west corporate limits of the
10 Village of Tinley Park from the west corporate limit of the
11 Village of Oak Forest westerly and southerly to the Cook-Will
12 County line; the Cook-Will County line from the west
13 corporate limit of the Village of Tinley Park westerly to the
14 Norfolk and Western Railroad tracks; the Cook-Will County
15 line from the Norfolk and Western Railroad tracks northerly
16 and westerly to the Cook-DuPage County line; the Cook-DuPage
17 County line from the Cook-Will County line to the center of
18 the right-of-way of 79th Street; the center of the
19 right-of-way of 79th Street from the Cook-DuPage County line
20 easterly to the west corporate limit of the Village of Willow
21 Springs; the north and west corporate limits of the Village
22 of Willow Springs from the center of the right-of-way of 79th
23 Street easterly and northerly to the south corporate limit of
24 the Village of Hodgkins; the south and east corporate limits
25 of the Village of Hodgkins from the north corporate limit of
26 the Village of Willow Springs northeasterly to the south
27 corporate limit of the Village of Bedford Park; and the west
28 and north corporate limits of the Village of Bedford Park
29 from the north corporate limit of the Village of Justice
30 northerly and easterly to the west corporate limit of the
31 City of Chicago (at Illinois Route 50-Cicero Avenue).
32 Notwithstanding any provision of this Act to the contrary,
33 the Village of Willow Springs is excluded from the Southwest
34 Region as of the effective date of this amendatory Act of the

2 (6) The South Region includes all the territory,
3 municipalities and unincorporated areas of the County of
4 Cook, State of Illinois, bounded by: the Illinois-Indiana
5 State line from the south corporate limit of the City of
6 Chicago southerly to the Cook-Will County line; the Cook-Will
7 County line from the Illinois-Indiana State line westerly and
8 northerly to the west corporate limit of the Village of
9 Tinley Park; the west and north corporate limits of the
10 Village of Tinley Park from the Cook-Will County line
11 northerly and easterly to the west corporate limit of the
12 Village of Oak Forest; the west and north corporate limits of
13 the Village of Oak Forest from the north corporate limit of
14 the Village of Tinley Park northerly and easterly to the west
15 corporate limit of the Village of Midlothian; the west and
16 north corporate limits of the Village of Midlothian from the
17 north corporate limit of the Village of Oak Forest northerly
18 and easterly to the west corporate limit of the Village of
19 Robbins; the west and north corporate limits of the Village
20 of Robbins from the north corporate limit of the Village of
21 Midlothian northerly and easterly to the west corporate limit
22 of the City of Blue Island; the west and north corporate
23 limits of the City of Blue Island from the north corporate
24 limit of the Village of Robbins northerly and easterly to the
25 west corporate limit of the City of Chicago (at Maplewood
26 Street); and the south corporate limits of the City of
27 Chicago from the west corporate limit of the City of Chicago
28 (at Maplewood Street) to the Illinois-Indiana State line.

30 Section 99. Effective date. This Act takes effect upon
