 1                     AMENDMENT TO HOUSE BILL 222

 2        AMENDMENT NO.     .  Amend House Bill 222   by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  5.  The  Adoption  Act  is  amended  by  adding
 5    Section 18.9 as follows:

 6        (750 ILCS 50/18.9 new)
 7        Sec.  18.9.  Adoption incentive loans. In accordance with
 8    the powers granted under Section 7 of the  Deposit  of  State
 9    Moneys  Act  regarding  community  development  programs, the
10    State  Treasurer  may  require  adoption  agencies  and   the
11    Department  of Children and Family Services to provide to the
12    Treasurer any information that he or she deems  necessary  to
13    promulgate  rules  for  and  administer an adoption incentive
14    loan program, by which the  Treasurer  may,  in  his  or  her
15    discretion,  accept  a  proposal  from  an eligible financial
16    institution that provides for a reduced rate of  interest  if
17    the institution documents the use of all or an agreed part of
18    the  deposited  funds  for  loans to assist in the payment of
19    adoption-related expenses of Illinois  citizens  seeking  the
20    adoption of children under the jurisdiction of the Department
21    of Children and Family Services or of children placed through
22    a  tax-exempt, not-for-profit adoption agency. These expenses

 1    may include, without limitation, placement agency fees, legal
 2    fees that are the responsibility of the adoptive parent,  and
 3    an  adoptee's  medical  or  other  support costs that are the
 4    responsibility of the adoptive parent.".
