 1                     AMENDMENT TO HOUSE BILL 192

 2        AMENDMENT NO.     .  Amend House Bill  192  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  5.   The  Department  of  Human Services Act is
 5    amended by changing Section 1-5 as follows:

 6        (20 ILCS 1305/1-5)
 7        Sec. 1-5. Legislative purpose Purpose.  It is the purpose
 8    of this Act to provide for the creation of the Department  of
 9    Human  Services and to transfer to it certain rights, powers,
10    duties, and functions currently exercised  by  various  other
11    agencies  of  State  Government.   This  Act consolidates and
12    centralizes certain human  services  programs  that  are  now
13    offered  to  the  citizens  of  this  State  by  a  number of
14    different State agencies; it is intended to make possible the
15    more  effective  and  efficient  operation  of  the  affected
16    programs and services.
