SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Charles E. Leggans of Waukegan, who
4passed away on January 22, 2014; and
 
5    WHEREAS, Charles Leggans was born on August 23, 1945 in
6East St. Louis; he married his loving wife, Victoria, on May
726, 1973; and
 
8    WHEREAS, After graduating from high school in 1963, Charles
9Leggans attended Southern State for a year; in 1965, he joined
10the United States Navy, where he retired at the rank of Master
11Chief Fire Controlman in August of 1989 after 24 years of
12service; after retiring, he worked at San Diego Community
13College for 20 years and Florida State College for 4 years; and
 
14    WHEREAS, Charles Leggans was an avid Chicago Bears fan his
15entire life and an avid Drum and Bugle Corps enthusiast; from
161960 to 1963, he played trumpet with the Black Knights of
17Belleville; he was also an accomplished accordion player and an
18Eagle Scout; and
 
19    WHEREAS, Charles Leggans is survived by his wife, Vickie;
20his children, Chanda Leggans, Gregory Leggans, and Julie
21Leggans-Mabins; his grandchild, Michael C. Mabins; his mother,

1Ruth Lesh; his sister-in law and brother-in-law, Donna and
2James Natalie; his 7 nieces and nephews; his 10 great-nieces
3and great-nephews; his 7 great-great-nieces and
4great-great-nephews; his friends, Bill and Donna Slingerland;
5and his many other dear friends and relatives; therefore, be it
 
6    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
7ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his
8family and friends, mourn the passing of Charles E. Leggans;
9and be it further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to the family of Charles Leggans as an expression of
12our sympathy.
