SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Charles E. Leggans of Waukegan, who passed away on January 22, 2014; and

WHEREAS, Charles Leggans was born on August 23, 1945 in East St. Louis; he married his loving wife, Victoria, on May 26, 1973; and

WHEREAS, After graduating from high school in 1963, Charles Leggans attended Southern State for a year; in 1965, he joined the United States Navy, where he retired at the rank of Master Chief Fire Controlman in August of 1989 after 24 years of service; after retiring, he worked at San Diego Community College for 20 years and Florida State College for 4 years; and

WHEREAS, Charles Leggans was an avid Chicago Bears fan his entire life and an avid Drum and Bugle Corps enthusiast; from 1960 to 1963, he played trumpet with the Black Knights of Belleville; he was also an accomplished accordion player and an Eagle Scout; and

WHEREAS, Charles Leggans is survived by his wife, Vickie; his children, Chanda Leggans, Gregory Leggans, and Julie Leggans-Mabins; his grandchild, Michael C. Mabins; his mother, Ruth Lesh; his sister-in law and brother-in-law, Donna and James Natalie; his 7 nieces and nephews; his 10 great-nieces and great-nephews; his 7 great-great-nieces and great-great-nephews; his friends, Bill and Donna Slingerland; and his many other dear friends and relatives; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his family and friends, mourn the passing of Charles E. Leggans; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Charles Leggans as an expression of our sympathy.
