SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Eugene Paul "Spud" Payne, Jr. of Waukegan, who passed away on March 21, 2014; and

WHEREAS, Eugene Payne, Jr. was born in Waukegan on March 20, 1955 to Eugene and Frances (nee Thomas) Payne; and

WHEREAS, Eugene Payne, Jr. worked as a security safety officer with the Waukegan Public School District, Brookside Campus; and

WHEREAS, Eugene Payne, Jr. wore various hats at the Sunset Bowl and actively coached youth bowling and softball in the Lake County area; and

WHEREAS, Eugene Payne, Jr. is survived by his parents; his sons, Lenzelle (Teshela) Smith and Eugene Payne, III; his daughter, Jazmin Payne; his grandchildren, Lenzelle Smith, Jr. and Caelin Payne; his siblings, Sharon (Kevin) Barnes, Eugenia Lindsey, Shawn Payne, and Franita (Sylvester, Jr.) Handy; and a host of nephews, nieces, cousins, uncles, aunts, other relatives, and dear friends; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Eugene Paul "Spud" Payne, Jr., and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Eugene Payne, Jr. as an expression of our deepest sympathy.
