HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the death of former Chicago Police Superintendent LeRoy Martin, who passed away on August 31, 2013; and

WHEREAS, LeRoy Martin graduated from Richard T. Crane Technical Preparatory High School; he spent time as a bus driver before joining the police department; he received his Bachelor's Degree in Psychology in 1972 from Roosevelt University and his Master's Degree in Public Administration in 1976; and

WHEREAS, LeRoy Martin joined the Chicago Police Department in 1955, starting out as a patrolman in the Burnside district on the South Side; he remained with the Department for 36 years, achieving the rank of Sergeant in 1965 and Lieutenant in 1975; he was appointed Police Superintendent by the late Mayor Harold Washington, becoming the second African-American to serve in that position; he led the Department from 1987 until 1992; he also worked for the Cook County Medical Examiner's Office where he was Chief of Investigations; and

WHEREAS, LeRoy Martin enjoyed renovating the apartment buildings he owned in his spare time and going out to eat with his Kappa Alpha Psi Fraternity brothers; and

WHEREAS, LeRoy Martin is survived by his wife, Constance; his daughter, Dawn; and his sons, LeRoy Martin, Jr. and Ron Martin; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of LeRoy Martin, and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of LeRoy Martin as an expression of our deepest sympathy.
