SYNOPSIS AS INTRODUCED:
 
605 ILCS 5/4-224 new

    Amends the Illinois Highway Code. Provides that the Department of Transportation may analyze the State highway system to identify areas, such as rest stops or improved shoulders, where vehicles may safely stop for the purpose of using a cell phone or other communication device. Provides that the Department of Transportation may erect signs alerting drivers to the presence of these areas.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Highway Code is amended by adding
5Section 4-224 as follows:
 
6    (605 ILCS 5/4-224 new)
7    Sec. 4-224. Communication Zones.
8    (a) The Department may conduct an analysis of the State
9highway system to identify areas along State highways where
10drivers may safely exit the flow of traffic and stop for the
11purpose of using an electronic communications device as defined
12by Section 12-610.2 of the Illinois Vehicle Code. These areas
13may include but are not limited to rest stops and improved or
14expanded shoulders.
15    (b) After identifying areas where vehicles may safely stop
16for the purpose of using electronic communication devices under
17subsection (a) of this Section, the Department may erect
18appropriate blue and white signs alerting drivers to the
19existence and location of these areas.
20    (c) The Department may adopt rules to implement this
21Section.
