SENATE JOINT RESOLUTION NO. 17

3    WHEREAS, The transportation of elementary and secondary
4education students is an important public policy issue; and
 
5    WHEREAS, Whether or not a school district in Illinois may
6use a multi-function school activity bus for transportation is
7continually up for debate; and
 
8    WHEREAS, There is a need for accurate and consistent
9information regarding the legal and appropriate mode of
10transportation of students in grades K through 12 made
11available to administrators, educators, parents and
12transportation companies; therefore, be it
 
13    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
14ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
15CONCURRING HEREIN, that there is created the Task Force on
16Modes of School Transportation for Elementary and Secondary
17Education, consisting of the following:
18    (1) the State Superintendent of Education or his or her
19designee, who shall serve as Chair of the Task Force;
20    (2) the Lieutenant Governor or his or her designee;
21    (3) the Secretary of State or his or her designee;
22    (4) the Secretary of Transportation or his or her designee;

1    (5) one member of the General Assembly, appointed by the
2President of the Senate;
3    (6) one member of the General Assembly, appointed by the
4Minority Leader of the Senate;
5    (7) one member of the General Assembly, appointed by the
6Speaker of the House of Representatives;
7    (8) one member of the General Assembly, appointed by the
8Minority Leader of the House of Representatives;
9    (9) a representative of a statewide association
10representing school board members, appointed by the State
11Superintendent of Education;
12    (10) a representative of an association representing
13private special education centers, appointed by the State
14Superintendent of Education;
15    (11) a representative of a statewide association
16representing regional superintendents of schools, appointed by
17the State Superintendent of Education;
18    (12) a representative of a statewide association
19representing teachers, appointed by the State Superintendent
20of Education;
21    (13) a representative of a different statewide association
22representing teachers, appointed by the State Superintendent
23of Education;
24    (14) a representative of an association representing
25teachers in a city with 500,000 or more inhabitants, appointed
26by the State Superintendent of Education;

1    (15) a representative of an association representing
2private contractors providing school transportation, appointed
3by the State Superintendent of Education;
4    (16) a representative of an association representing large
5unit school districts, appointed by the State Superintendent of
6Education;
7    (17) a representative of a statewide association
8representing principals, appointed by the State Superintendent
9of Education;
10    (18) a representative of a statewide association
11representing school administrators, appointed by the State
12Superintendent of Education;
13    (19) a representative of a statewide association
14representing high school districts, appointed by the State
15Superintendent of Education;
16    (20) a representative of an association representing
17school boards, appointed by the State Superintendent of
18Education; and
19    (21) a representative of an association representing
20suburban school districts, appointed by the State
21Superintendent of Education; and, be it further
 
22    RESOLVED, That the Task Force shall:
23    (1) conduct a thorough review of existing State and federal
24law regarding the use of the various modes to transport
25elementary and secondary education students;

1    (2) develop concise and consistent information to be
2considered for use by the State Board of Education, the
3Department of Transportation, and the Secretary of State to
4inform the public about the legal means by which elementary and
5secondary education students may be transported, including,
6but not limited to:
7        (A) the type of vehicle and the required equipment to
8    transport elementary and secondary education students;
9        (B) the allowed purpose of the transportation and any
10    other limits of transportation of elementary and secondary
11    education students by vehicle type;
12        (C) the type of driver's license required to transport
13    elementary and secondary education students; and
14        (D) the requirements for driver licensing and vehicle
15    licensing and inspection; and
16    (3) make recommendations to the State Board of Education
17and the General Assembly regarding the safe transportation of
18elementary and secondary education students in our State; and
19be it further
 
20    RESOLVED, That the Task Force shall seek input from
21stakeholders and members of the public on the issues to be
22reviewed and reported on by the Task Force; and be it further
 
23    RESOLVED, That members of the Task Force shall serve
24without compensation, and the State Board of Education shall

1provide administrative and other support to the Task Force; and
2be it further
 
3    RESOLVED, That the Task Force shall meet at the request of
4the Task Force Chair, but shall meet a minimum of 4 times prior
5to December 15, 2017; and be it further
 
6    RESOLVED, That the Task Force shall present its legislative
7and administrative recommendations to the Governor and the
8General Assembly no later than December 15, 2017; and be it
9further
 
10    RESOLVED, That the Task Force shall be dissolved after
11submitting its recommendations to the Governor and the General
12Assembly.
