SYNOPSIS AS INTRODUCED:

30 ILCS 575/8k new

Amends the Business Enterprise for Minorities, Women, and Persons with Disabilities Act. Provides that invoices submitted under the Act shall be posted on the State Comptroller's website. Provides that each such invoice shall indicate which provision of the contract or subcontract has been submitted for payment and the amount due. Provides that, upon payment, the invoice number and the voucher number shall be posted on the State Comptroller's website. Provides that the State Comptroller may enter into an intergovernmental agreement with the City of Chicago for the purpose of collecting and posting that information.

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Business Enterprise for Minorities, Women, and Persons with Disabilities Act is amended by adding Section 8k as follows:

(30 ILCS 575/8k new)

Sec. 8k. Contract transparency. On and after the effective date of this amendatory Act of the 100th General Assembly, any contract awarded, extended, or renewed under this Act shall include the following transparency provisions:

(1) each monthly invoice submitted by under such a contract shall be posted on the State Comptroller's website;

(2) each such invoice shall indicate which provision of the contract or subcontract has been submitted for payment and the amount due; and

(3) when a payment is issued by the State Comptroller, the invoice number and the voucher number shall be posted on the State Comptroller's website.

The State Comptroller may enter into an intergovernmental agreement with the City of Chicago for the purpose of collecting and posting the information set forth in items (1) through (3) for contracts entered into under the City of Chicago's Business Enterprise Program.
