SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/19-6  from Ch. 46, par. 19-6

    Amends the Election Code. In provisions concerning vote by mail ballots, removes the requirement that voters sign the exterior of the return envelope containing the ballot. Makes related changes.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by changing Section
519-6 as follows:
 
6    (10 ILCS 5/19-6)  (from Ch. 46, par. 19-6)
7    Sec. 19-6. Such vote by mail voter shall make and subscribe
8to the certifications provided for in the application and on
9the return envelope for the ballot, and such ballot or ballots
10shall be folded by such voter in the manner required to be
11folded before depositing the same in the ballot box, and be
12deposited in such envelope and the envelope securely sealed.
13The voter shall then endorse his certificate upon the back of
14the envelope and the envelope shall be mailed in person by such
15voter, postage prepaid, to the election authority issuing the
16ballot or, if more convenient, it may be delivered in person,
17by either the voter or by any person authorized by the voter,
18or by a company licensed as a motor carrier of property by the
19Illinois Commerce Commission under the Illinois Commercial
20Transportation Law, which is engaged in the business of making
21deliveries. It shall be unlawful for any person not the voter
22or a person authorized by the voter to take the ballot and
23ballot envelope of a voter for deposit into the mail unless the

1ballot has been issued pursuant to application by a physically
2incapacitated elector under Section 3-3 or a hospitalized voter
3under Section 19-13, in which case any employee or person under
4the direction of the facility in which the elector or voter is
5located may deposit the ballot and ballot envelope into the
6mail. If the voter authorized a person to deliver the ballot to
7the election authority, the voter and the person authorized to
8deliver the ballot shall complete the authorization printed on
9the exterior envelope supplied by an election authority for the
10return of the vote by mail ballot. The exterior of the envelope
11supplied by an election authority for the return of the vote by
12mail ballot shall include an authorization in substantially the
13following form:

15the necessary steps to have this ballot delivered promptly to
16the office of the election authority.
