SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Permanent Legal Resident Voting Act. Provides that every election authority in this State shall prepare a special permanent legal residents voter registration application and maintain a voter registration list for permanent legal residents within the election authority's jurisdiction. Provides that permanent legal residents may register to vote using the special permanent legal residents voter registration application if they meet the other qualifications for voting. Provides that permanent legal residents registered to vote under the Act may vote in any election in which a referendum involving a property tax levy appears on the ballot. Provides that permanent legal residents registered to vote under the Act shall be given a special ballot with only the referendum or referenda involving a property tax levy on the ballot, and shall not be given ballots to vote on any other issue. Provides that the State Board of Elections may adopt rules to implement the Act. Effective immediately.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Permanent Legal Resident Voting Act.
 
6    Section 5. Permanent Legal Resident Voting.
7    (a) Every election authority in this State shall prepare a
8special permanent legal residents voter registration
9application and maintain a voter registration list for
10permanent legal residents within the election authority's
11jurisdiction. The special permanent legal residents voter
12registration application shall ask the applicant to attest that
13he or she is a permanent legal resident of the United States
14instead of asking whether he or she is a citizen.
15    (b) Once an election authority has established this
16program, permanent legal residents may register to vote using
17the special permanent legal residents voter registration
18application if they meet the other qualifications for voting.
19    (c) Permanent legal residents registered to vote under this
20Act may vote in any election in which a referendum involving a
21property tax levy appears on the ballot. Permanent legal
22residents registered to vote under this Act shall be given a
23special ballot with only the referendum or referenda involving

1a property tax levy on the ballot, and shall not be given
2ballots to vote on any other issue.
3    (d) The State Board of Elections may adopt rules to
4implement this Act.
 
5    Section 99. Effective date. This Act takes effect upon
6becoming law.
