HOUSE RESOLUTION

WHEREAS, On September 28, 2017, United States Secretary of Energy Rick Perry issued a letter to the Chairman and Commissioners of the Federal Energy Regulatory Commission requiring a rule change for adoption by the Commission; and

WHEREAS, Secretary Perry's directive would require Commission-approved markets (including regional transmission organizations and independent system operators) to accurately price baseload generation resources to support the resiliency and reliability of the nation's electric grid; and

WHEREAS, Secretary Perry expressed concern that the premature retirement of traditional baseload generation resources poses a threat to the resiliency and reliability of the nation's electric grid; and

WHEREAS, Premature retirement of traditional baseload generation resources would pose great risk to the Illinois economy and Illinois' position as a net exporter of electricity; and

WHEREAS, Secretary Perry recognizes that a resilient and reliable electric grid is vital to American security, quality of life, and economic prosperity; and

WHEREAS, Secretary Perry recognizes that fuel-secure generation resources with 90 days of fuel supply on site are essential during times of crisis and natural disaster; and

WHEREAS, Illinois has an abundant supply of fuel-secure generation resources; and

WHEREAS, Secretary Perry writes that distorted pricing in wholesale markets has created economic uncertainty and threatens the secure, resilient, and reliable baseload generation resources; and

WHEREAS, Secretary Perry urges the Federal Energy Regulatory Commission to immediately take action to develop new market rules for resiliency and reliability attributes of baseload generation resources; and

WHEREAS, Secretary Perry's directive would ensure both a resilient and affordable supply of electricity to drive economic prosperity; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we fully support Secretary Perry's directive that replaces the distorted pricing rules but preserves and supports competitive markets; and be it further

RESOLVED, That suitable copies of this resolution be delivered to the President of the United States, the President Pro Tempore and Secretary of the United States Senate, the Speaker and Clerk of the United States House of Representatives, each member of the Illinois Congressional Delegation, United States Secretary of Energy Rick Perry, and the Chairman and Commissioners of the Federal Energy Regulatory Commission.
