HOUSE RESOLUTION

 
2    WHEREAS, On September 28, 2017, United States Secretary of
3Energy Rick Perry issued a letter to the Chairman and
4Commissioners of the Federal Energy Regulatory Commission
5requiring a rule change for adoption by the Commission; and
 
6    WHEREAS, Secretary Perry's directive would require
7Commission-approved markets (including regional transmission
8organizations and independent system operators) to accurately
9price baseload generation resources to support the resiliency
10and reliability of the nation's electric grid; and
 
11    WHEREAS, Secretary Perry expressed concern that the
12premature retirement of traditional baseload generation
13resources poses a threat to the resiliency and reliability of
14the nation's electric grid; and
 
15    WHEREAS, Premature retirement of traditional baseload
16generation resources would pose great risk to the Illinois
17economy and Illinois' position as a net exporter of
18electricity; and
 
19    WHEREAS, Secretary Perry recognizes that a resilient and
20reliable electric grid is vital to American security, quality
21of life, and economic prosperity; and

1    WHEREAS, Secretary Perry recognizes that fuel-secure
2generation resources with 90 days of fuel supply on site are
3essential during times of crisis and natural disaster; and
 
4    WHEREAS, Illinois has an abundant supply of fuel-secure
5generation resources; and
 
6    WHEREAS, Secretary Perry writes that distorted pricing in
7wholesale markets has created economic uncertainty and
8threatens the secure, resilient, and reliable baseload
9generation resources; and
 
10    WHEREAS, Secretary Perry urges the Federal Energy
11Regulatory Commission to immediately take action to develop new
12market rules for resiliency and reliability attributes of
13baseload generation resources; and
 
14    WHEREAS, Secretary Perry's directive would ensure both a
15resilient and affordable supply of electricity to drive
16economic prosperity; therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
19fully support Secretary Perry's directive that replaces the
20distorted pricing rules but preserves and supports competitive

1markets; and be it further
 
2    RESOLVED, That suitable copies of this resolution be
3delivered to the President of the United States, the President
4Pro Tempore and Secretary of the United States Senate, the
5Speaker and Clerk of the United States House of
6Representatives, each member of the Illinois Congressional
7Delegation, United States Secretary of Energy Rick Perry, and
8the Chairman and Commissioners of the Federal Energy Regulatory
9Commission.
