HOUSE RESOLUTION

 
2    WHEREAS, Heroin addiction continues to be a serious and
3deadly problem in the State of Illinois; and
 
4    WHEREAS, Heroin accounts for one-quarter of substance
5related treatment admissions in Illinois; and
 
6    WHEREAS, Nearly 4% of youths reported using heroin in 2013;
7and
 
8    WHEREAS, 681 deaths were caused by heroin overdoses in
92014; and
 
10    WHEREAS, Illinois still heavily relies on the 12-step
11program to address heroin and over 300 other types of
12addictions; and
 
13    WHEREAS, Study after study has proven that 12-step programs
14have a poor success rate of only between 5% and 10%; and
 
15    WHEREAS, Twelve-step programs have a dropout rate of 95%
16after one year in the program; and
 
17    WHEREAS, Treatment models using behavioral science have
18shown a great deal of promise in many medical and mental health

1circles; and
 
2    WHEREAS, Countless loved ones have had to endure the pain
3and heartache associated with heroin addiction; and
 
4    WHEREAS, With 12-step programs having such low success
5rates action must be taken to save lives from heroin and other
6addictions; and
 
7    WHEREAS, A new treatment method that meets the needs of the
8addicted and that uses a behavioral methodology to better
9foster heroin addiction recovery is urgently needed;
10therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
13encourage the Illinois Department of Human Services to address
14heroin addiction and implement evidence-based practices for
15medication-assisted treatment services that meet the needs of
16the addicted in Illinois; and be it further
 
17    RESOLVED, That we designate November 4, 2017 as Heroin
18Addiction Awareness Day in the State of Illinois; and be it
19further
 
20    RESOLVED, That suitable copies of this resolution be
