HOUSE RESOLUTION

WHEREAS, The tragedy that occurred on October 1, 2017 in Las Vegas, Nevada, where 58 people were killed and more than 500 were injured by a lone gunman who had equipped his firearms with bump stocks, brought the use of bump stocks into the national spotlight; and

WHEREAS, In 2010, the Bureau of Alcohol, Tobacco, Firearms and Explosives determined that a bump stock is not regulated as a firearm under Federal law, namely the Gun Control Act or the National Firearms Act; and

WHEREAS, A bump stock is designed to allow a semi-automatic rifle to function like a fully-automatic rifle; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we believe devices designed to allow semi-automatic rifles to function like fully-automatic rifles should be regulated, consistent with fully-automatic rifles under the National Firearms Act; and be it further

RESOLVED, That we urge the Bureau of Alcohol, Tobacco, Firearms and Explosives to regulate devices designed to allow semi-automatic rifles to function like fully-automatic rifles; and be it further;

RESOLVED, That suitable copies of this resolution be presented to each member of the Illinois Congressional delegation and the Bureau of Alcohol, Tobacco, Firearms and Explosives.
