| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to recognize the life of Richard "Dick" | 4 | | Lockhart; and
| 5 | | WHEREAS, Dick Lockhart grew up in Ft. Wayne, Indiana; he | 6 | | enlisted in the United States Army in December of 1942 and | 7 | | volunteered for the infantry; he was assigned to the 106th | 8 | | Infantry Division and fought in the Battle of the Bulge; at the | 9 | | age of 20, he was held as a prisoner of war in Stalag IXB, Bad | 10 | | Orb, Germany; after the Americans liberated the camp, he was | 11 | | honorably discharged at age 21 and awarded the Bronze Star and | 12 | | the Combat Infantryman Badge; he returned to the Midwest and | 13 | | completed his education at Northwestern University; and
| 14 | | WHEREAS, Dick Lockhart founded his own governmental | 15 | | affairs, lobbying, and association management firm, Social | 16 | | Engineering Associates, Inc. in 1958; he has been a | 17 | | professional lobbyist since 1959 and has represented a diverse | 18 | | group of clients, mostly non-profit organizations; his | 19 | | lobbying career has spanned 11 governors from William Stratton | 20 | | through Bruce Rauner; and
| 21 | | WHEREAS, In 1968, Dick Lockhart was retained by the | 22 | | Committee for Constitutional Reform for the successful |

| 1 | | campaign calling for a Constitutional Convention as well as for | 2 | | the successful referendum adopting the proposed Constitution; | 3 | | he served as Special Consultant to the President of the | 4 | | Convention; and
| 5 | | WHEREAS, From 1961 to 1986, Dick Lockhart was the publisher | 6 | | of the nonpartisan newsletter, the Illinois Political | 7 | | Reporter; he has authored several articles and short | 8 | | publications including
"Illinois" in the "Encyclopedia | 9 | | Britannica", "How to Lobby" in "Illinois Issues", "The New (and | 10 | | Different) Legislative Glossary", "The Directory of Illinois | 11 | | Political Leaders", "Words, Wise and Otherwise", and "Lockhart | 12 | | Logic"; and | 13 | | WHEREAS, Dick Lockhart was named as one of the "10 Best | 14 | | Lobbyists in Illinois" by the Chicago Sun-Times; he served as | 15 | | Speaker of the Third House in 1981 and was the recipient of | 16 | | that organization's Lifetime Achievement Award in 2004; he has | 17 | | been a long-standing member of the Business & Industry | 18 | | Federation of Economic Concern and the Chicago Area Public | 19 | | Affairs Group; and | 20 | | WHEREAS, Dick Lockhart's passions are reading and history; | 21 | | he has the impressive claim of having read over 1,600 history | 22 | | books; he has shared his personal World War II memoir and has | 23 | | been a guest speaker at schools and universities as a World War |

| 1 | | II veteran and former POW; in 2014, he and a small group of | 2 | | members of the 106th Infantry Division were honored in Belgium | 3 | | at several ceremonies commemorating the Battle of the Bulge; he | 4 | | was a guest of honor at a dinner hosted by King Philippe and | 5 | | Queen Mathilde of Belgium; and
| 6 | | WHEREAS, Dick Lockhart actively supports the United States | 7 | | Holocaust Memorial Museum, the Illinois State Library, and the | 8 | | Allen County Public Library in Ft. Wayne, Indiana; he is | 9 | | currently writing a lobbying guide focusing on working with the | 10 | | Illinois General Assembly; therefore, be it
| 11 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 12 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 13 | | recognize the life of Richard "Dick" Lockhart and wish him the | 14 | | best in all his future endeavors; and be it further
| 15 | | RESOLVED, That a suitable copy of this resolution be | 16 | | presented to Dick Lockhart as a symbol of our respect and | 17 | | esteem.
