HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Monique D. Davis on the
4occasion of her retirement as State Representative for the 27th
5District; and
 
6    WHEREAS, Rep. Davis was born and raised on the south side
7of Chicago; she earned her bachelor's degree in elementary
8education and her master's degree in guidance and supervision
9from Chicago State University; she earned graduate hours in
10administration supervision and special education and credits
11toward her doctoral degree in administration supervision from
12Roosevelt University; she taught for 18 years in the Chicago
13Public School system and then served as an administrator for
14the Chicago Board of Education and as a training specialist for
15the City Colleges of Chicago; and
 
16    WHEREAS, Rep. Davis entered politics as a volunteer,
17working on campaigns for Monica Faith Stewart, Congressman Gus
18Savage, and Harold Washington; in 1983, she coordinated the
1921st Ward for Harold Washington and the Second Congressional
20District for him in 1987; she was elected to the Illinois
21General Assembly in 1987 and has served 15 terms; she has
22received many awards and acknowledgements; in 1990, she
23received the Dollars and Sense award for legislative excellence

1as one of the 100 best and brightest professionals in the
2country; she was listed in Who's Who in African American
3Biography from 1988 to 1993; she is currently among The History
4Makers archive in the Library of Congress; she is a champion of
5educational programs throughout the State of Illinois; her
6district began on the south side of Chicago and she has
7maintained her constituent services office there for nearly 30
8years; and
 
9    WHEREAS, In 2003, Rep. Davis sponsored legislation, which
10forced insurance companies that do business in Illinois to
11publish all records on the historical insuring of slaves as
12property; she co-sponsored two bills in 2003 with Illinois
13Senator Barack Obama; the first mandated that all police
14interrogations on homicide investigations be recorded; the
15second, required police in Illinois to record the race of all
16people subjected to traffic stops to prevent racial profiling;
17in 2004, she sponsored a bill to limit low-income household
18electricity or natural gas bills to no more than 6% of the
19household income; she later passed legislation that allowed
20individual public schools in Illinois to decide if their
21students should wear uniforms; in 2014, she co-sponsored
22legislation requiring training for law enforcement officers
23use of Tasers; and
 
24    WHEREAS, Rep. Davis has served on numerous committees

1including, Insurance (Chairperson); Financial Institutions;
2Elementary & Secondary Education (Vice-Chairperson); State
3Government Administration; Appropriations - General Service
4(Chairperson); Gaming; Juvenile Justice Reform; Appropriations -
5 Higher Education; Disparities in Educational Achievement;
6Special Investigative Committee; Community College Access &
7Affordability; Museum, Arts & Cultural Enhancements; and
8Restorative Justice; she also co-chaired the Commission to End
9Disparities Facing the African American Community (2011 to
102013); and
 
11    WHEREAS, Rep. Davis is a member of Trinity United Church of
12Christ, Alpha Kappa Alpha Sorority Inc., the NAACP, and
13Operation PUSH; she is a mother of two, Robert Davis and
14Monique "Twinkle" (Julius) Conway; grandmother of four, Jules
15(Alonya) Conway, Yaasiel (Sunserai) Davis, Akinjobi (Toni)
16Davis, and D'Javan Conway; and great-grandmother of seven,
17Samara Davis, Symone Conway, Asar Davis, Layla Conway, Dior
18Davis, Mila Conway, and Quari Davis; therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
20HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
21congratulate Monique D. Davis on her retirement as State
22Representative for the 27th District, and we wish her the best
23in all her future endeavors; and be it further

1    RESOLVED, That a suitable copy of this resolution be
2presented to Rep. Davis as a symbol of our respect and esteem.
