HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives would like to congratulate Lucas Foppe and his team on winning the annual NSA Cyber Defense Trophy; and

WHEREAS, Lucas Foppe is a native of Breese; he attended All Saints Academy Catholic School and Breese Mater Dei Catholic High School; he is the son of Bill and Denise Foppe, and the brother of Nick Foppe, Katie Foppe, and Emily (Neil) Kohnen, and uncle to William Kohnen; and

WHEREAS, For the past several months leading up to the event, Lucas Foppe and the 14 other midshipmen and their counterparts from the United States Coast Guard Academy, the Merchant Marine Academy, the Military Academy, and the Royal Military College of Canada have been preparing for the live competition by building and securing their own networks; and

WHEREAS, During the competition, experts from the NSA attacked each team's networks while they attempted to detect and recover from those intrusions and attacks; and

WHEREAS, The Naval Academy's victory comes with bragging rights, a trophy, and the opportunity to meet with Vice President Pence at the Eisenhower Executive Office Building; and

WHEREAS, Lucas Foppe was named captain of the Naval Academy's competitive cyber team and competed on the varsity offshore sailing team; and

WHEREAS, Lucas Foppe is in his fourth and final year at the Naval Academy, where he studied computer engineering and will serve as a cryptologic warfare officer; he is graduating on May 25, 2017 and will be stationed in Hawaii; and

WHEREAS, Lucas Foppe has been working hard to prepare for his career through interactions with the intelligence community, including two internships at the NSA and a research project coordinated with members of the intelligence community; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we recognize Lucas Foppe on leading his team to victory in the annual NSA Cyber Defense Exercise; and be it further

RESOLVED, That we wish Lucas Foppe success in his future endeavors after the Naval Academy; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Lucas Foppe as a symbol of our respect and esteem.
