HOUSE RESOLUTION

 
2    WHEREAS, The Department of Homeland Security considers the
3following sectors to be critical infrastructure: (1) Chemical;
4(2) Commercial Facilities; (3) Communications; (4) Critical
5Manufacturing; (5) Dams; (6) Defense Industrial Base; (7)
6Emergency Services; (8) Energy; (9) Financial Services; (10)
7Food and Agriculture; (11) Government Facilities; (12)
8Healthcare and Public Health; (13) Information Technology;
9(14) Nuclear Reactors, Materials, and Waste; (15)
10Sector-Specific Agencies; (16) Transportation Systems; and
11(17) Water and Wastewater Systems; and
 
12    WHEREAS, The Presidential Policy Directive-21 (PPD-21),
13"Critical Infrastructure Security and Resilience" provides the
14policy for how the federal government builds trusted
15partnerships and "advances a national unity of effort to
16strengthen and maintain secure, functioning, and resilient
17critical infrastructure"; and
 
18    WHEREAS, The State of Illinois has a strategic and vital
19role in every one of the above listed critical infrastructure
20sectors, along with being the fifth largest state per
21population and home to the third largest city in the country;
22Illinois has a global impact and is one of the economic engines
23of the Midwest; and

1    WHEREAS, The Government Facilities Sector includes a wide
2variety of buildings, located in the United States and
3overseas, that are owned or leased by federal, State, local,
4and tribal governments; many government facilities are open to
5the public for business activities, commercial transactions,
6and recreational activities while others that are not open to
7the public contain highly sensitive information, materials,
8processes, and equipment; these facilities include general-use
9office buildings and special-use military installations,
10embassies, courthouses, national laboratories, and structures
11that may house critical equipment, systems, networks, and
12functions; in addition to physical structures, the sector
13includes cyber elements that contribute to the protection of
14sector assets as well as individuals who perform essential
15functions or possess tactical, operational, or strategic
16knowledge; and
 
17    WHEREAS, The Old State Capitol located in downtown
18Springfield is considered to be critical infrastructure;
19therefore, be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
21HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
22urge the United States government, specifically the Department
23of Homeland Security, to consider the Capitol Complex and its

1crown jewel, the State Capitol Building, as critical
2infrastructure based upon the guidelines of the Government
3Facilities Sector; and be it further
 
4    RESOLVED, That suitable copies of this resolution be
5delivered to United States Senators Richard Durbin and Tammy
6Duckworth, and the entire Illinois Congressional Delegation.
