HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Paul White on his
4retirement from Community Action after 38 years of service; and
 
5    WHEREAS, Paul White began working at the CEFS Economic
6Development Corporation on December 4, 1978 and has dedicated
7his life to the mission of Community Action and fighting the
8war on poverty; and
 
9    WHEREAS, Before joining the CEFS, Paul White served his
10country in Vietnam as a member of the United States Military;
11and
 
12    WHEREAS, Paul White became the Chief Executive Officer of
13the CEFS on August 13, 1980; and
 
14    WHEREAS, Under the leadership of Paul White, CEFS has grown
15to employ over 240 employees and manages a budget of 16 million
16dollars; and
 
17    WHEREAS, During the tenure of Paul White as CEO of CEFS, it
18started the Literacy Program, grew the Workforce Innovation and
19Opportunity Act Program, which covers 14 counties in Central
20Illinois, and started such programs as Head Start, Housing

1Counseling, Medicare education, and Energy Conservation, which
2supports low-income people in achieving self-sufficiency;
3programs such as Weatherization, LIHEAP, Outreach, CSBG, RSVP,
4Housing, and Meals on Wheels have provided vital support
5services to individuals and families; and
 
6    WHEREAS, CEFS has became a rural transportation provider
7through the Illinois Department of Transportation, which has
8grown to include seven counties and provide over 120,000 trips
9annually; and
 
10    WHEREAS, Over the past 36 years, by the proactive
11leadership of Paul White, it is estimated that CEFS has
12provided approximately 500,000 services to low-income people;
13and
 
14    WHEREAS, Paul White has served on the boards of Local
15Workforce #23, Illinois Ventures for Community Action, South
16Central Continuum of Care, and Shelby County Community
17Services; and he has served on Board of the Illinois
18Association of Community Action Agencies for over 20 years;
19therefore, be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
21HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
22congratulate Paul White on his retirement from Community Action

1after 38 years of service and we wish him well in his
2retirement and in all future endeavors; and be it further
 
3    RESOLVED, That a suitable copy of this resolution be
4presented to Paul White as a symbol of our respect and esteem.
