HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate the Illowa Council of the
4Boy Scouts of America on the occasion of the 50th anniversary
5of its founding in 2017; and
 
6    WHEREAS, In 1908, British Retired General Lord Robert
7Stephenson Smyth Baden-Powell established the Boy Scout
8movement in Great Britain; and
 
9    WHEREAS, The Boy Scouts of America was founded in
10Washington, D.C., on February 8, 1910 by Chicago publisher,
11William D. Boyce, after the "Unknown Scout" aided him through a
12dense London fog and refused a tip for the assistance; and
 
13    WHEREAS, Legislation establishing the federal charter of
14the Boy Scouts of America was passed by the United States House
15of Representatives and the United States Senate, and on June
1615, 1916, was signed into law by President Woodrow Wilson; and
 
17    WHEREAS, The Scouting movement spread to Illinois within a
18year of being established in Washington, D.C.; and
 
19    WHEREAS, The Buffalo Bill Council and Sac-Fox Council
20merged in 1967, creating the Illowa Council, Boy Scouts of

1America, which serves Western Illinois and Eastern Iowa; and
 
2    WHEREAS, The Illowa Council serves Bureau, Henry, Knox,
3McDonough, Mercer, Rock Island, Stark, and Warren Counties in
4Illinois and Western Iowa; and
 
5    WHEREAS, The Illowa Council continues to prepare young
6people to make ethical and moral choices by teaching them the
7values of the Scout Oath and Scout Law; and
 
8    WHEREAS, The Illowa Council has over 6,000 registered youth
9members that it serves in its Scouting programs and over 2,000
10registered adult volunteers; and
 
11    WHEREAS, The Illowa Council operates four main Scouting
12programs: Cub Scouts, a traditional Scouting program for
13elementary school age boys; Boy Scouts, a traditional Scouting
14program for middle school and high school age boys; Venturing,
15a high-adventure based leadership program for young men and
16women ages 13-20; and Exploring, a career-development program
17for young men and women ages 14-20; and
 
18    WHEREAS, Both adult and youth members strive to fulfill the
19Scout Motto of "Be Prepared" and the Scout Slogan of "Do a Good
20Turn Daily"; and

1    WHEREAS, The members of the Illowa Council provide more
2than 8,000 hours of community service annually; therefore, be
3it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
6commemorate the 50th anniversary of the Illowa Council, Boy
7Scouts of America, and celebrate the achievements of the
8Scouts, Ventures, Explorers, Adult Leaders and Advisors, and
9Professional Scouters in the Illowa Council; and be it further
 
10    RESOLVED, That we encourage the Illowa Council to continue
11promoting community service and leadership development,
12encourage the Boy Scouts to continue to emphasize character
13building, responsible citizenship, and outdoor stewardship,
14and applaud the Council for instilling the values of the Scout
15Oath and the Scout Law in young Americans; and be it further
 
16    RESOLVED, That suitable copies of this resolution be
17presented to the Illowa Council and every district served by
18the Council.
