HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Fairview Heights Police
4Chief Nicholas Gailius on his selection as the 2017 Police
5Chief of the Year by the Illinois Association of Chiefs of
6Police; and
 
7    WHEREAS, The association recognized the leadership of
8Chief Gailius after the unrest in Ferguson, Missouri in the
9fall of 2014; he was called upon to lead the Unified Command
10Center of local chiefs, who in turn collaborated with federal
11and State agencies; and
 
12    WHEREAS, The achievements of Chief Gailius include:
13creation of the city's first "Volunteers in Police Service";
14co-founder of the Fairview Heights Youth Initiative group
15mentoring project; creation of a cadet program, Metro-East
16Cadets of Policing; creation of the Neighborhood Enforcement
17Officers program; initiating the T.R.A.C.E.R. unit (Targeting
18Residential and Area Concerns through Enforcement and
19Responsiveness); and spearheading community outreach with
20diverse leaders and community representatives; and
 
21    WHEREAS, Chief Gailius has served as Chief in Fairview
22Heights since 2010; he started with the department as a Police

1Explorer at the age of 14 and has served the city ever since;
2he has served as a Dispatcher, Patrolman, Undercover Agent,
3Detective, Sergeant, Emergency Services and Disaster Agency
4Coordinator, Lieutenant, and Assistant Chief; he is a past
5President of the Southern Illinois Police Chiefs Association;
6and
 
7    WHEREAS, Chief Gailius has a bachelor's degree from Western
8Illinois University and a master's degree from Lindenwood
9University; he graduated from the FBI National Academy and
10Southern Police Institute; and
 
11    WHEREAS, Chief Gailius will receive his award on April 21,
122017 during the Illinois Association of Chiefs of Police annual
13awards banquet in Oak Brook; therefore, be it
 
14    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
15HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
16congratulate Fairview Heights Police Chief Nicholas Gailius on
17his selection as the 2017 Police Chief of the Year by the
18Illinois Association of Chiefs of Police; and be it further
 
19    RESOLVED, That a suitable copy of this resolution be
20presented to Chief Gailius as an expression of our esteem and
21respect.
