HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to recognize the history of the Bivens
4family and the law enforcement community; and
 
5    WHEREAS, Jack Bivens served with the Illinois State Police
6(ISP) for 26 years from 1955 to 1981, and 12 years with the
7Sparta Police Department; Jim C. Bivens served with the ISP for
830 years from 1957 to 1987; Bill Bivens served with the ISP for
920 years from 1958 to 1978; Jim W. Bivens served with the ISP
10for 25 years from 1984 to 2009; Linda Bivens served with the
11ISP for 27 years from 1982 to 2009; David Bivens served with
12the ISP for 20 years from 1996 to 2016, and eight years with
13the Swansea Police Department; Don McKinny served with the ISP
14for 28 years from 1976 to 2004 and for nine years with the
15Chester Police Department; in total, the Bivens family has 176
16years of experience with the ISP; and
 
17    WHEREAS, Jeff Bivens served with the Springfield Police
18Department for 27 years, and with the Clinton Police Department
19for three years; Eric McKinney served for 19 years with the
20Stillwater, Oklahoma Police Department; Scott Stallman served
21for 16 years with the Carlsbad, California Police Department;
22Justin Box served for two years with the Maui County, Hawaii
23Police Department; Charles Newton served for 26 years with the

1Owensboro, Kentucky Police Department, and for three years with
2the Daviees County Police Department, also in Kentucky; the
3Bivens family has 125 years of experience with various police
4departments other than the ISP; and
 
5    WHEREAS, When combined, the Bivens family has an amazing
6total of 301 years of law enforcement experience; and
 
7    WHEREAS, When Dave Bivens retired from the ISP in the fall
8of 2016, it marked the first time in 61 years that a member of
9his extended family has not been a part of the ISP; and
 
10    WHEREAS, Everett Bivens started his family's commitment to
11law enforcement in 1941 when he began his career as a
12corrections officer at the Menard Correctional Center in
13Chester, where he worked for 30 years until his retirement in
141971; therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
16HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
17recognize the extensive history of the extended Bivens family
18with the law enforcement community and we thank them for their
19commitment to public safety; and be it further
 
20    RESOLVED, That suitable copies of this resolution be
21presented to members of the Bivens family who have served in
