HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate State Representative and
4House Republican Floor Leader Peter Breen on his distinguished
5service to the 48th Legislative District and the people of
6Illinois; and
 
7    WHEREAS, Rep. Breen was a member of the Illinois House of
8Representatives from 2015 to 2019 and served the body with
9honor and distinction; and
 
10    WHEREAS, The people of DuPage County were well-served by
11the leadership and bipartisanship of Rep. Breen during his two
12terms in the Illinois House of Representatives; and
 
13    WHEREAS, Rep. Breen graduated from Naperville North High
14School and earned a Bachelor of Science in Electrical
15Engineering from Vanderbilt University, finishing his B.E. in
16three years; he went on to earn his Juris Doctorate from the
17University of Notre Dame; and
 
18    WHEREAS, Prior to taking his seat in the General Assembly,
19Rep. Breen served from 2011 to 2014 as a trustee and acting
20village president for the Village of Lombard; and

1    WHEREAS, In addition to his service in the General
2Assembly, Rep. Breen practices constitutional law and is
3employed as special counsel for the Thomas More Society, a
4not-for profit law firm specializing in defense of First
5Amendment rights; and
 
6    WHEREAS, Rep. Breen and his wife, Margie, are raising their
7two sons, Matthew and James, in Lombard; and
 
8    WHEREAS, Rep. Breen was elected to the Illinois House of
9Representatives in November of 2014 and took his oath of office
10in January of 2015; he was re-elected to the 48th District seat
11in November of 2016; and
 
12    WHEREAS, In recognition of his leadership and expertise,
13Rep. Breen was appointed to serve in February of 2017 on the
14Joint Commission on Administrative Rules (JCAR), a
15bi-partisan, bi-cameral legislative oversight committee; and
 
16    WHEREAS, In further recognition of his leadership within
17the 51-member House Republican Caucus, Rep. Breen was elevated
18to the position of House Republican Floor Leader in July of
192017, where he served the caucus as the lead debater on bills
20brought to the House floor for discussion and debate; and
 
21    WHEREAS, During his four years in the Illinois House of

1Representatives, Rep. Breen served on several influential
2House Committees, including the Energy, Financial
3Institutions, Judiciary-Civil, Labor & Commerce, Public
4Utilities, Restorative Justice, Consumer Protection, Economic
5Development & Housing, and Insurance Committees; he also served
6on the Workers' Compensation, Tort Liability Law, Real &
7Personal Property Law, and Civil Process Subcommittees; and
 
8    WHEREAS, Rep. Breen always promoted honest dialogue
9regarding all points of view on legislative issues and has been
10a fierce advocate of balanced budgets and responsible spending;
11and
 
12    WHEREAS, Rep. Breen was respected for his unwavering
13support of rights for unborn children; and
 
14    WHEREAS, Over the last four years, Rep. Breen ushered 32
15bills into law as the chief sponsor and championed dozens of
16other bills that became laws as a chief co-sponsor or sponsor;
17and
 
18    WHEREAS, Rep. Breen was the chief sponsor of Public Act
19100-0186, an electronic document filing bill that will save
20small businesses and non-profits millions in filing fees; and
 
21    WHEREAS, Rep. Breen also authored Public Act 99-0646, the

1Local Government Wage Increase Transparency Act, which seeks to
2put an end to pension spiking at the local level; and
 
3    WHEREAS, Rep. Breen showed a commitment to public safety by
4serving as the chief Republican negotiator of bipartisan
5legislation signed into law as Public Act 100-0607, which
6provides a procedure for family members or law enforcement to
7petition for an emergency restraining order to prohibit a
8dangerous person from possessing firearms; and
 
9    WHEREAS, Rep. Breen worked with suburban families with
10autistic children who attend Lombard's Soaring Eagle Academy
11and passed legislation signed into law as Public Act 100-0667,
12which allows the Soaring Eagle Academy to transport its K-8
13students to off-site locations for learning opportunities; and
 
14    WHEREAS, Rep. Breen has been honored with a multitude of
15awards and recognitions during his time in the General
16Assembly, including the Guardian of Small Business Award from
17the Illinois branch of the National Federation of Independent
18Businesses, the Perfect Scorecard for Environmental
19Stewardship Award from the Illinois Environmental Council, the
20Champion of Free Enterprise Award from the Illinois Chamber of
21Commerce, the TMA Perfect Score Award from the Illinois
22Technology & Manufacturing Association, and the Friend of
23Manufacturing Award from the Illinois Manufacturers'

1Association; therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
4congratulate State Representative Peter Breen on making a
5positive difference in the lives of the people he represented
6in the 48th District, DuPage County, and across Illinois, and
7we wish him the best in all his future endeavors; and be it
8further
 
9    RESOLVED, That suitable copies of this resolution be
10presented to Rep. Breen, his wife, Margie, and their sons, as
11an expression of our esteem and respect for our colleague and
12friend.
