HOUSE RESOLUTION

 
2    WHEREAS, In order to become a certified teacher in
3Illinois, a student must pass a performance-based assessment
4known as the edTPA; and
 
5    WHEREAS, On top of the cost of tuition, the basic skills
6exam, and other certification requirements, this is an unproven
7and restrictive exam administered by Pearson Education, Inc.;
8in addition, there is a $300 fee for taking the edTPA; and
 
9    WHEREAS, The edTPA takes away from the classroom
10experience, the most valid part of the student teaching
11process, and student teachers are already observed by no less
12than three educational professionals during classroom time;
13and
 
14    WHEREAS, Preparation for the edTPA can take time away from
15the normal curriculum and can detract from the overall
16student-teaching experience, shifting the focus from learning
17to teaching to pass a test; and
 
18    WHEREAS, Previously, The State Board of Education required
19the APT licensure, another teacher licensure for which there
20was no research or evidence to support that it was a reliable
21method for evaluating or choosing teacher candidates;

1therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
4encourage the State Board of Education to heavily look at
5counting student teaching experience, and program requirements
6and curriculum for teacher licensure, instead of the edTPA and
7the APT; and be it further
 
8    RESOLVED, That suitable copies of this resolution be
9delivered to the State Superintendent, the Illinois State Board
10of Education, and Pearson Education.
