SYNOPSIS AS INTRODUCED:

20 ILCS 415/8b.21 new

Amends the Personnel Code. Provides that State agencies, when hiring for full-time, temporary positions with an expected tenure of 12 to 24 months for the position, shall give preference to a qualified applicant who is from a low-income household or has been unemployed for 6 months or more. Provides that State agencies, when hiring for internships, student assistant positions, and summer positions, shall give preference to a qualified applicant who resides in a low-income household, is up to 21 years old, and is currently attending high school.

AN ACT concerning local government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Personnel Code is amended by adding Section 8b.21 as follows:

(20 ILCS 415/8b.21 new)

Sec. 8b.21. Preference for low-income households and the long-term unemployed.

(a) State agencies, when hiring for full-time, temporary positions with an expected tenure of 12 to 24 months for the position, shall give preference to a qualified applicant who is from a low-income household or has been unemployed for 6 months or more. Any application for these full-time, temporary positions with a State agency shall allow the applicant to identify that the applicant is eligible for a preference under this Section, but the application shall not require the applicant to identify the specific category that entitles him or her for eligibility.

(b) State agencies, when hiring for internships, student assistant positions, and summer positions shall give preference to a qualified applicant who resides in a low-income household. The preference shall be granted to applicants who are up to 21 years of age and currently attending high school. Any application for an internship and student assistant position with a State agency shall allow the applicant to identify that the applicant is eligible for a preference under this Section, but the application shall not require the applicant to identify the specific category that entitles him or her for eligibility.

(c) For the purpose of this Section, the following definitions shall apply:

"Low-income household" has the meaning given to "low-income" in Section 11.05 of the Lead Poisoning Prevention Act.

"Preference" means priority over similarly qualified applicants for placement in the position.
