SYNOPSIS AS INTRODUCED:
 
New Act
20 ILCS 2605/2605-86 new
50 ILCS 705/10.8 new

    Creates the Racial and Ethnic Bias Training Act. Provides that the Illinois Law Enforcement Training Standards Board shall adopt model rules for training for law enforcement officers to recognize implicit racial and ethnic bias and racial sensitivity that may be adopted by law enforcement agencies in this State. Provides that the Department of State Police shall work in consultation with the Board to adopt model rules for training to recognize implicit racial and ethnic bias and racial sensitivity for officers. Provides that training on recognizing implicit racial and ethnic bias and promoting racial sensitivity for individuals who work in the criminal justice system shall be required.

1    AN ACT concerning racial and ethnic bias training.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Racial
5and Ethnic Bias Training Act.
 
6    Section 5. Definitions. In this Act:
7    "Board" means the Illinois Law Enforcement Training
8Standards Board.
9    "Department" means the Department of State Police."
10    "Law enforcement agency" means a municipal, county, park
11district, State controlled university, college, and public
12community colleges law enforcement agency.
 
13    Section 10. Law enforcement agency implicit racial and
14ethnic bias training.
15    (a) The Board shall adopt model rules for training for law
16enforcement officers to recognize implicit racial and ethnic
17bias and promote racial sensitivity that may be adopted by law
18enforcement agencies in this State.
19    (b) The Department shall work in consultation with the
20Board to adopt model rules for training to recognize implicit
21racial and ethnic bias and promote racial sensitivity for
22officers.

1    Section 15. Criminal justice implicit racial and ethnic and
2bias training. Training on recognizing implicit racial and
3ethnic bias and promoting racial sensitivity for individuals
4who work in the criminal justice system shall be required.
5Persons under this Section that are required to complete
6training to recognize implicit racial and ethnic bias and
7promote racial sensitivity include, but is not limited to,
8prosecutors, public defenders, judges, and correctional
9officers and employees in this State.
 
10    Section 85. The Department of State Police Law of the Civil
11Administrative Code of Illinois is amended by adding Section
122605-86 as follows:
 
13    (20 ILCS 2605/2605-86 new)
14    Sec. 2605-86. Implicit racial and ethnic bias training. The
15Department shall work in consultation with the Illinois Law
16Enforcement Training Standards Board to adopt model rules for
17training to recognize implicit racial and ethnic bias and
18racial sensitivity for officers.
 
19    Section 90. The Illinois Police Training Act is amended by
20adding Section 10.8 as follows:

1    Sec. 10.8. Implicit racial and ethnic bias training. The
2Board shall adopt model rules for training for law enforcement
3officers to recognize implicit racial and ethnic bias and
4racial sensitivity that may be adopted by law enforcement
5agencies in this State.
