SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the School Bus On-The-Shoulder Pilot Program Act. Provides that the Secretary of State shall create a 5-year pilot program, in cooperation with the State Police, for the operation of school buses on the shoulder of State highways for the transportation of students to and from school-related events. The Secretary shall coordinate with the Department of Transportation in developing the rules of the program. Two years after the start of the program, the Secretary shall file a report with the General Assembly that details the program's findings. Repeals Act on December 31, 2022. Effective Immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the School
5Bus On-The-Shoulder Pilot Program Act.
 
6    Section 5. Pilot Program.
7    (a) Six months after the effective date of this Act, the
8Secretary of State shall, in cooperation with the State Police,
9develop a 5-year pilot program for the operation of school
10buses on the shoulder of State highways for the transportation
11of students to and from school-related events.
12    (b) The Secretary shall coordinate with the Department of
13Transportation in developing the following rules:
14        (1) the selection of highways participating in the
15    program;
16        (2) the hours the school buses may use the shoulder;
17    and
18        (3) the placement of signage that would indicate the
19    times and locations of the school bus shoulder use.
20    (c) The Secretary shall adopt any rules necessary for the
21implementation of the pilot program.
22    (d) Two years after the start of the program, the Secretary
23shall file a report with the General Assembly which shall

1include, but is not limited to:
2        (1) the overall effectiveness of the program;
3        (2) the benefits to the State of having school buses
4    use the shoulders of State highways for school-related
5    events; and
6        (3) the cost projection for Statewide use of school
7    buses on the shoulder of State highways.
 
8    Section 10. Repeal. This Act is repealed on December 31,
92022.
 
10    Section 99. Effective date. This Act takes effect upon
11becoming law.
