SYNOPSIS AS INTRODUCED:
 
70 ILCS 1810/12  from Ch. 19, par. 163

    Amends the Illinois International Port District Act. Provides that, upon notification by the Department of Revenue's Debt Collection Bureau that any member of the Board of the Illinois International Port District is delinquent in any debt owed to the State, the Board shall withhold that delinquent amount from the member's compensation and shall remit the delinquent amount to the Department. Effective immediately.

1    AN ACT concerning revenue.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois International Port District Act is
5amended by changing Section 12 as follows:
 
6    (70 ILCS 1810/12)  (from Ch. 19, par. 163)
7    Sec. 12. The governing and administrative body of the
8District shall be a board consisting of 9 members, to be known
9as the Illinois International Port District Board. Members of
10the Board shall be residents of a county whose territory, in
11whole or in part, is embraced by the District and persons of
12recognized business ability. The members of the Board shall
13receive compensation for their services, set by the Board at an
14amount not to exceed $20,000.00 annually, except the Chairman
15may receive an additional $5,000.00 annually, if approved by
16the Board. All such compensation shall be paid directly from
17the Port District's operating funds. The members shall receive
18no other compensation whatever, whether in form of salary, per
19diem allowance or otherwise, for or in connection with his
20service as a member. The preceding sentence shall not prevent
21any member from receiving any non-salary benefit of the type
22received by employees of the District. Upon notification by the
23Department of Revenue's Debt Collection Bureau that any member

1of the Board is delinquent in any debt owed to the State,
2including, but not limited to, any tax collected by the
3Department of Revenue, the Board shall withhold that delinquent
4amount from the member's compensation under this Section and
5shall remit the delinquent amount to the Department. Each
6member shall be reimbursed for actual expenses incurred by them
7in the performance of their duties. Any person who is appointed
8to the office of secretary or treasurer of the Board may
9receive compensation for services as such officer, as
10determined by the Board, provided such person is not a member
11of the Board. No member of the Board or employee of the
12District shall have any private financial interest, profit or
13benefit in any contract, work or business of the District nor
14in the sale or lease of any property to or from the District.

16    Section 99. Effective date. This Act takes effect upon
17becoming law.
