SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Charles "Chuck" Dennis Sandford of
4Marengo, who passed away on December 2, 2016, at the age of 70;
5and
 
6    WHEREAS, Charles Sandford was born in Joplin, Missouri to
7Charles William and Mary Louise (Williams) Sandford on August
830, 1946; he graduated from Washington High School in Cedar
9Rapids, Iowa in 1964, where he was active on the basketball and
10baseball teams; he married Maribeth (Kapilla) in 1991; and
 
11    WHEREAS, Charles Sandford attended Northeast Missouri
12State Teachers College (now Truman State) for two years before
13entering the U.S. Army where he served for two years, including
14one year in Vietnam as a Specialist 5; after his discharge from
15the Army, he attended Upper Iowa University for one year; he
16then began his life in the Chicago area, including entering the
17horse business by owning pacers and quarter horses; and
 
18    WHEREAS, Charles Sandford joined Maribeth's company, Bag
19Makers, Inc., and was named company president; he partnered
20with Maribeth to guide the company through three decades of
21rapid growth and success; and

1    WHEREAS, Charles Sandford, along with his wife, entered the
2thoroughbred industry in 2010 under the stable name Chuck and
3Maribeth Sandford, LLC; the stable rose to prominence in 2012
4while campaigning with the Florida Derby winner (G1), Take
5Charge Indy; Take Charge Indy was injured in the Kentucky
6Derby, but came back to win the Alysheba Stakes at Churchill
7Downs before retiring to WinStar Farm; and
 
8    WHEREAS, Charles Sandford enjoyed all aspects of the racing
9industry; he loved watching his horses and would spend
10countless hours at the barn with his longtime friend and
11trainer, Patrick Byrne; he always enjoyed watching the colts
12grow up into promising two-year olds; he was an active
13participant in numerous auctions including the September
14Yearling Sale at Keeneland and the Fasig-Tipton Two-Year-Olds
15In Training Sale in Florida; in addition to his great love of
16horses, he enjoyed dogs, golfing, bowling, and spending time
17with his family; and
 
18    WHEREAS, Charles Sandford was preceded in death by his
19parents; and
 
20    WHEREAS, Charles Sandford is survived by his wife,
21Maribeth; his sister, Cheryl (Roger) Bayness; his
22step-children, Paul (Stephanie) Fleming, and Jennifer Madai;
23his nephew, Jeremy (Jennifer) Bayness; his nieces, Jennifer

1(Scott) McFadden, and Brittany (Blake) Pawlikowski; his
2grandchildren, Anna Marie (Ben) Bean, Ben and Mia Fleming,
3Amanda Madai, and Aubrie (Kevin) Thompson; and his
4great-grandchildren, Josephine and Isabelle Bean and Aurora
5Thompson; therefore, be it
 
6    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
7ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his
8family and friends, mourn the passing of Charles D. Sandford,
9and extend our sincere condolences to his family, friends, and
10all who knew and loved him; and be it further
 
11    RESOLVED, That a suitable copy of this resolution be
12presented to the family of Charles Sandford as an expression of
13our deepest sympathy.
