SENATE RESOLUTION

 
2    WHEREAS, The inability to utilize driving privileges is a
3hindrance to a person's ability to seek employment; and
 
4    WHEREAS, Illinois residents are already offered payment
5plans on court fines and fees related to a traffic offense; and
 
6    WHEREAS, Illinois driver's license reinstatement fees are
7currently not permitted to be paid off in smaller increments;
8and
 
9    WHEREAS, Illinois continuously studies other states
10processes to ensure we are serving our constituents in the best
11possible ways; South Carolina, Ohio, and Tennessee offer
12payment plans for driver's license reinstatement fees;
13therefore, be it
 
14    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
15ASSEMBLY OF THE STATE OF ILLINOIS, that we request the Illinois
16Secretary of State to conduct a study concerning the need and
17feasibility of a driver's license reinstatement fee payment
18program with the goal of allowing individuals who only have
19reinstatement fees preventing them from receiving their
20driver's licenses being allowed to pay a down payment and pay a
21monthly percentage until the fees are fully paid; and be it

2    RESOLVED, That the Secretary of State study similar
3programs in South Carolina, Ohio, and Tennessee as possible
4structures for a program in Illinois; and be it further
 
5    RESOLVED, That we request a report on the study be
6submitted to the Chairs of the Illinois Senate Transportation
7Committee and the Illinois House of Representatives
8Transportation: Vehicles & Safety Committee by December 31,
92016; and be it further
 
10    RESOLVED, That suitable copies of this resolution be
11delivered to the Illinois Secretary of State and the Chairs of
12the Illinois Senate Transportation Committee and the Illinois
13House of Representatives Transportation: Vehicles & Safety
14Committee.
