SYNOPSIS AS INTRODUCED:
 
ILCON Art. IV, Sec. 2.5 new

    Proposes to amend the Legislature Article of the Illinois Constitution. Prohibits a Representative from serving more than 5 consecutive terms from the same Representative District. Prohibits a Senator from serving more than 3 consecutive terms from the same Legislative District. Prohibits a person who has served the maximum number of consecutive terms from serving another term in the same office from the same district until after the expiration of at least the next 2 terms. Effective upon being declared adopted, and applies to terms beginning on or after the second Wednesday in January 2017.

CONSTITUTIONAL AMENDMENT

 
3    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend the Illinois
9Constitution by adding Section 2.5 to Article IV as follows:

THE LEGISLATURE

12    (ILCON Art. IV, Sec. 2.5 new)
13SECTION 2.5. TERM LIMITS
14    (a) A person may not serve more than 5 consecutive terms of
15office as a Representative from the same Representative
16District. A person who has served 5 consecutive terms of office
17as a Representative from the same Representative District may
18not serve another term of office as a Representative from that
19Representative District until after the expiration of at least
20the next 2 terms of the office of Representative from that
21Representative District following the conclusion of the
22person's fifth consecutive term.
23    (b) A person may not serve more than 3 consecutive terms of

1office as a Senator from the same Legislative District. A
2person who has served 3 consecutive terms of office as a
3Senator from the same Legislative District may not serve
4another term of office as a Senator from that Legislative
5District until after the expiration of at least the next 2
6terms of the office of Senator from that Legislative District
7following the conclusion of the person's third consecutive
8term.
9    (c) A person is considered to serve a term of office for
10the purpose of this Section if the person is elected or
11appointed to serve any portion of the term.

SCHEDULE
13    This Constitutional Amendment takes effect upon being
14declared adopted in accordance with Section 7 of the Illinois
15Constitutional Amendment Act and applies to terms of office
16beginning on or after the second Wednesday in January 2017.
