SENATE JOINT RESOLUTION

 
2    WHEREAS, The Joint Criminal Justice Reform Committee was a
3bicameral, bipartisan committee created by House Joint
4Resolution 96 the 98th General Assembly to examine the Illinois
5criminal justice system; and
 
6    WHEREAS, The Committee was tasked with examining the impact
7of the current sentencing structure, ensuring that the
8enforcement and punishment of crimes do not disproportionately
9or unfairly affect certain racial, ethnic, or minority groups,
10and developing solutions to address the issues that exist
11within the Illinois criminal justice system; and
 
12    WHEREAS, The Committee held several public hearings
13regarding the efficiency and effectiveness of the criminal
14justice system and the current sentencing schemes, receiving
15testimony from State and county agencies, national policy
16organizations, advocacy groups, and community organizations;
17and
 
18    WHEREAS, Pursuant to House Joint Resolution 96, the
19Committee timely submitted its report to the Illinois General
20Assembly on December 1, 2014, outlining the activities of the
21Committee and topic areas stemming from public hearings which
22require further consideration; and

1    WHEREAS, The Committee expired upon the adjournment of the
298th General Assembly; and
 
3    WHEREAS, The members of the Committee recognize that the
4issue of sentencing reform is so vast that 6 months did not
5allow the necessary consideration of all aspects; members are
6committed to continuing to examine the criminal justice and
7propose reform; therefore, be it
 
8    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
9ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
10CONCURRING HEREIN, that the Joint Criminal Justice Reform
11Committee shall be recreated; it shall consist of 14 members of
12the General Assembly appointed as follows: (1) 4 members
13appointed by the President of the Senate, one of whom shall
14serve as a Co-Chairperson; (2) 4 members appointed by the
15Speaker of the House of Representatives, one of whom shall
16serve as Co-Chairperson; (3) 3 members appointed by the
17Minority Leader of the Senate; and (4) 3 members appointed by
18the Minority Leader of the House of Representatives; and be it
19further
 
20    RESOLVED, That the Committee shall meet at least 3 times
21during each legislative session of the 99th General Assembly to
22discuss recommendations for legislative proposals; during the

12015 legislative session, the first meeting shall take place no
2later than February 28, 2015; the second meeting shall take
3place no later than April 10, 2015; and the third meeting shall
4take place no later than May 15, 2015; and be it further
 
5    RESOLVED, That during the 2016 legislative session, the
6first meeting shall take place no later than the last session
7day of February 2016; the second meeting shall take place no
8later than March 31, 2016; and the third meeting shall take
9place no later than May 15, 2016; and be it further
 
10    RESOLVED, That the Committee may hold public hearings, at
11the call of the Co-Chairpersons, to receive further testimony
12regarding the efficiency and effectiveness of the Illinois
13criminal justice system and the impact of the current
14sentencing scheme; and be it further
 
15    RESOLVED, That the Committee shall submit a preliminary
16report to the General Assembly no later than May 31, 2015; the
17Committee shall submit a final report no later than May 31,
182016.
