1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
52-3.163 as follows:
 
6    (105 ILCS 5/2-3.163 new)
7    Sec. 2-3.163. Virtual education review committee.
8    (a) The State Superintendent of Education shall establish a
9review committee to review virtual education and course choice.
10The review committee shall consist of all of the following
11individuals appointed by the State Superintendent:
12        (1) One representative of the State Board of Education,
13    who shall serve as chairperson.
14        (2) One parent.
15        (3) One educator representing a statewide professional
16    teachers' organization.
17        (4) One educator representing a different statewide
18    professional teachers' organization.
19        (5) One educator representing a professional teachers'
20    organization in a city having a population exceeding
21    500,000.
22        (6) One school district administrator representing an
23    association that represents school administrators.

1        (7) One school principal representing an association
2    that represents school principals.
3        (8) One school board member representing an
4    association that represents school board members.
5        (9) One special education administrator representing
6    an association that represents special education
7    administrators.
8        (10) One representative of a school district in a city
9    having a population exceeding 500,000.
10        (11) One school principal representing an association
11    that represents school principals in a city having a
12    population exceeding 500,000.
13        (12) One representative of an education advocacy group
14    that works with parents.
15        (13) One representative of an education public policy
16    organization.
17        (14) One representative of an institution of higher
18    education.
19        (15) One representative of a virtual school in this
20    State.
21The review committee shall also consist of all of the following
22members appointed as follows:
23        (A) One member of the Senate appointed by the President
24    of the Senate.
25        (B) One member of the Senate appointed by the Minority
26    Leader of the Senate.

1        (C) One member of the House of Representatives
2    appointed by the Speaker of the House of Representatives.
3        (D) One member of the House of Representatives
4    appointed by the Minority Leader of the House of
5    Representatives.
6    Members of the review committee shall serve without
7compensation, but, subject to appropriation, members may be
8reimbursed for travel.
9    (b) The review committee shall meet at least 4 times, at
10the call of the chairperson, to review virtual education and
11course choice. This review shall include a discussion on
12virtual course access programs, including the ability of
13students to enroll in online coursework and access technology
14to complete courses. The review committee shall make
15recommendations on changes and improvements and provide best
16practices for virtual education and course choice in this
17State. The review committee shall determine funding mechanisms
18and district cost projections to administer course access
19programs.
20    (c) The State Board of Education shall provide
21administrative and other support to the review committee.
22    (d) The review committee shall report its findings and
23recommendations to the Governor and General Assembly no later
24than May 31, 2016. Upon filing its report, the review committee
25is dissolved.
26    (e) This Section is repealed on June 1, 2016.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
