HOUSE RESOLUTION

WHEREAS, The health and welfare of Illinois' citizens is a primary concern of this State; and

WHEREAS, Senior citizens have often been the targets of financial fraud; and

WHEREAS, Being defrauded out of their life savings can cause undue hardship on our senior citizens, their families, and the State of Illinois; and

WHEREAS, Discontinued State toll-free telephone numbers have been reassigned to private individuals or companies that fraudulently use the phone numbers' former status to illegally obtain financial information from senior callers who believe they are calling a phone number still assigned to the State of Illinois; and

WHEREAS, Other vulnerable citizens may also be at risk to fall prey to these types of financial fraud schemes involving discontinued State toll-free telephone numbers; and

WHEREAS, This problem is beyond the purview of the State of Illinois since toll-free telephone numbers are regulated by the federal government; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the federal government to place a temporary embargo or increase any current ban on discontinued toll-free telephone numbers for 2 years after the federal or state government no longer uses the phone number; and be it further

RESOLVED, That a suitable copy of this resolution be delivered to the Federal Commerce Commission.
