HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Larry
4Allen Douglas of Massac County, who passed away on December 17,
52015; and
 
6    WHEREAS, Larry Douglas was born to Kenneth Raphael and
7Mabel Pearl Marlman Douglas; he graduated from Century High
8School in 1964, where he played basketball; he received his
9Bachelor of Science in Agricultural Economics from Southern
10Illinois University in 1968, and later, studied for a master's
11degree in agricultural economics; he married Diana Chambers on
12June 23, 1968 at First United Methodist Church in Metropolis;
13and
 
14    WHEREAS, Larry Douglas served in the United States Air
15Force from April of 1969 to September of 1972; after basic
16training at Lackland Air Force Base and training in radiology
17at Shepherd Air Force Base in Wichita Falls, Texas, he was
18stationed at Scott Air Force Base near Belleville, where he
19assisted in the treatment of soldiers injured during the
20Vietnam War; and
 
21    WHEREAS, After his discharge from the Air Force, Larry
22Douglas served as the Executive Secretary of the Massac County

1Farm Bureau from 1973 to 1976; since 1975, he owned and
2operated a farm in the New Columbia area; he also worked at the
3Southern Illinois Power Cooperative and was a proud
4International Brotherhood of Electrical Workers Local 702
5member for 29 years, before retiring in 2008; since retiring,
6he worked as a reporter for Bristol Broadcasting in Paducah,
7Kentucky, as a site tech at Fort Massac State Park, and as the
8Director of Massac County Emergency Management from 2010 to
92013; and
 
10    WHEREAS, When Larry Douglas settled in Massac County in
111973, he became active in the local Democratic Party and served
12for several years as the County Chairman; during his time with
13the party, a Democratic presidential candidate, Jimmy Carter,
14carried Massac County for the first time since before the Civil
15War; President Bill Clinton also twice carried the county; he
16loved to recall political and family stories and would often
17recall one of the first times he and his daughter met President
18Barack Obama at the Crowne Plaza in Springfield in 2003; and
 
19    WHEREAS, Larry Douglas was committed to public service; he
20served on the Massac-Metropolis Port District Board since 2009
21and the Southern Illinois Electric Cooperative board since
222010; he was a former member of the Illinois State Historical
23Society board and the Illinois Citizens Utility Board; he was
24also a member of the Massac County Historical Society, the

1Metropolis Kiwanis Club, and the Metropolis American Legion;
2and
 
3    WHEREAS, Larry Douglas was a member of Zion United Church
4of Christ, where he served in several roles, including being a
5member of the church council, the fundraising committee, and
6the sound system committee; and
 
7    WHEREAS, Larry Douglas is survived by his wife of over 47
8years, Diana; his sons, Stephen Marlman Douglas and Cory Justin
9Douglas; his daughter, Tracy Diana Douglas; his granddaughter,
10Cassandra Leigh Douglas; his 2 sisters, Marlene Loesekam and
11Ellen (Jim) Wood; his brother, Charles (Sheila) Douglas; his
12sister-in-law, Georgia Carol Douglas; and several Douglas and
13Chambers nephews and nieces and cousins; therefore, be it
 
14    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
16mourn the passing of Larry Allen Douglas, and extend our
17sincere condolences to his family, friends, and all who knew
18and loved him; and be it further
 
19    RESOLVED, That a suitable copy of this resolution be
20presented to the family of Larry Douglas as an expression of
21our deepest sympathy.
