HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Cindy Barbera-Brelle on
4the occasion of her retirement as Executive Director of the
5Northwest Central Dispatch System (NWCDS); and
 
6    WHEREAS, Cindy Barbera-Brelle joined the NWCDS in the 1970s
7as a dispatcher; she then worked for the Village of Palatine as
8Communications Supervisor, for Southwest Central Dispatch,
9where she helped build a combined communications center, for
10the Cook County Sheriff's Police Department as Director of
11Emergency Communications, and for Motorola's Printrak CAD
12system as a project manager; on October 1, 2001, she returned
13to the NWCDS as the Assistant Executive Director; and
 
14    WHEREAS, Cindy Barbera-Brelle became Executive Director of
15the NWCDS in 2005; under her leadership, she brought an already
16well-respected center to the next level; she led the center's
17expansion both structurally and operationally, and she
18constantly demonstrates her vast knowledge as Executive
19Director and her overall commitment to the field through
20foresight, preparation, project management, and
21administration; and
 
22    WHEREAS, Cindy Barbera-Brelle strives to keep the NWCDS on

1the cutting edge in both technology and operations; in 2010,
2the NWCDS was the first center in Illinois and the 139th in the
3world to earn the distinction of being awarded accreditation as
4an Emergency Medical Dispatch Accredited Center of Excellence;
5and
 
6    WHEREAS, In 2007, Cindy Barbera-Brelle was recognized by
7the National Emergency Number Association for outstanding
8service; in 2012, she received the National Center for Missing &
9 Exploited Children's Missing Kids Readiness Project Partner
10Award; in 2013, she was the recipient of Illinois Public
11Employer Labor Relations Association's James Baird Leadership
12Award; in 2011, the NWCDS was awarded recognition as a National
13Center for Missing & Exploited Children 9-1-1 Call Center
14Partner; and
 
15    WHEREAS, Cindy Barbera-Brelle has a master's degree in
16public administration and a Master of Business Administration;
17she has multiple certificates, including GIS and FOIA; she is a
18member of the State chapters of APCO, International and the
19National Emergency Number Association; she serves as the
20Illinois Telecommunicator Emergency Response Team President
21and the Illinois National Emergency Number Association Region
22One Vice-President; and
 
23    WHEREAS, Cindy Barbera-Brelle was nominated in August of

12015 for Communications Director of the Year; and
 
2    WHEREAS, Cindy Barbera-Brelle's retirement will be
3official in January of 2016; therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
5NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
6congratulate Cindy Barbera-Brelle on her retirement as
7Executive Director of the Northwest Central Dispatch System,
8and we wish her the best in all her future endeavors; and be it
9further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to Cindy Barbera-Brelle as an expression of our
12esteem and respect.
