HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate Cindy Barbera-Brelle on the occasion of her retirement as Executive Director of the Northwest Central Dispatch System (NWCDS); and

WHEREAS, Cindy Barbera-Brelle joined the NWCDS in the 1970s as a dispatcher; she then worked for the Village of Palatine as Communications Supervisor, for Southwest Central Dispatch, where she helped build a combined communications center, for the Cook County Sheriff's Police Department as Director of Emergency Communications, and for Motorola's Printrak CAD system as a project manager; on October 1, 2001, she returned to the NWCDS as the Assistant Executive Director; and

WHEREAS, Cindy Barbera-Brelle became Executive Director of the NWCDS in 2005; under her leadership, she brought an already well-respected center to the next level; she led the center's expansion both structurally and operationally, and she constantly demonstrates her vast knowledge as Executive Director and her overall commitment to the field through foresight, preparation, project management, and administration; and

WHEREAS, Cindy Barbera-Brelle strives to keep the NWCDS on the cutting edge in both technology and operations; in 2010, the NWCDS was the first center in Illinois and the 139th in the world to earn the distinction of being awarded accreditation as an Emergency Medical Dispatch Accredited Center of Excellence; and

WHEREAS, In 2007, Cindy Barbera-Brelle was recognized by the National Emergency Number Association for outstanding service; in 2012, she received the National Center for Missing & Exploited Children's Missing Kids Readiness Project Partner Award; in 2013, she was the recipient of Illinois Public Employer Labor Relations Association's James Baird Leadership Award; in 2011, the NWCDS was awarded recognition as a National Center for Missing & Exploited Children 9-1-1 Call Center Partner; and

WHEREAS, Cindy Barbera-Brelle has a master's degree in public administration and a Master of Business Administration; she has multiple certificates, including GIS and FOIA; she is a member of the State chapters of APCO, International and the National Emergency Number Association; she serves as the Illinois Telecommunicator Emergency Response Team President and the Illinois National Emergency Number Association Region One Vice-President; and

WHEREAS, Cindy Barbera-Brelle was nominated in August of 2015 for Communications Director of the Year; and

WHEREAS, Cindy Barbera-Brelle's retirement will be official in January of 2016; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Cindy Barbera-Brelle on her retirement as Executive Director of the Northwest Central Dispatch System, and we wish her the best in all her future endeavors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Cindy Barbera-Brelle as an expression of our esteem and respect.
