HOUSE RESOLUTION

 
2    WHEREAS, The Illinois State Board of Education first
3required the Partnership for Assessment of Readiness for
4College and Careers (PARCC) assessment to be administered to
5Illinois students as the official State assessment during the
62014-2015 school year; and
 
7    WHEREAS, Other assessments are routinely administered in
8districts and in individual schools and classrooms; and
 
9    WHEREAS, Responsible assessments allow us to determine
10year-over-year and intra-year growth of all students, and
11important tranches such as low-income students, students of
12color, special needs students, and English learners; and
 
13    WHEREAS, In many districts the combined in-district and
14State testing burden has led to a detrimental loss of
15instructional time for our students and teachers; and
 
16    WHEREAS, We should seek to reduce the number of summative
17tests annually in order to facilitate instructional time and
18maximize the effectiveness or assessments administered;
19therefore, be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
2urge the Illinois State Board of Education, together with
3partners in education, the General Assembly, and other experts
4from relevant fields, to study the efficacy of capping the
5combined state and indistrict summative test burden for all
6Illinois school districts at a reasonable number of hours per
7year and make a report to the Illinois General Assembly by
8January 15, 2016 as to the potential advantages and challenges
9presented by adopting such a cap in Illinois; and be it further
 
10    RESOLVED, That we urge the Illinois State Board of
11Education to focus on a statewide assessment system that
12rewards classroom curriculum that is college and career ready,
13and provides feedback to teachers in a manner that can be used
14expeditiously for strengthening individual student
15instruction.
