SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Electronic Driver's License Pilot Program Act. Provides that the Secretary of State shall develop a program to test the use of electronic driver's licenses and designate a group of volunteer employees within its office to conduct a test of the app. At the end of the pilot program period, the Secretary shall report all the findings to the General Assembly.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Electronic Driver's License Pilot Program Act.
 
6    Section 5. Purpose. The purpose of this Act is to create a
7pilot program that would test the use of electronic driver's
8licenses in this State and to report the findings to the
9General Assembly.
 
10    Section 10. Pilot Program.
11    (a) Six months after the effective date of this Act, the
12Secretary of State shall develop a program to test the use of
13electronic driver's licenses in this State for purposes similar
14to the use of physical driver's licenses.
15    (b) Six months after the effective date of this Act, the
16Secretary shall designate a limited group of volunteer
17employees within its office, who frequently use state or
18private vehicles, to be part of a group that shall test an
19electronic driver's license program for a period of at least 90
20days.
21    (c) The pilot program group may use all features of the
22electronic driver's license app, except for the purpose of

1purchasing alcohol, and shall be responsible for examining the
2app's security features and ease of use.
3    (d) At the end of the pilot program period, the test group
4shall give its findings to the Secretary who shall file a
5report with the General Assembly. The report shall include, but
6is not limited to:
7        (1) the overall function of the electronic licenses;
8        (2) the benefits to the State of having an electronic
9    driver's license app;
10        (3) the security concerns while using the app; and
11        (4) the cost projection for State-wide use of
12    electronic driver's licenses.
 
13    Section 15. Expiration. This Act is repealed on December
1431, 2018.
