SYNOPSIS AS INTRODUCED:

New Act

Creates the Electronic Driver's License Pilot Program Act. Provides that the Secretary of State shall develop a program to test the use of electronic driver's licenses and designate a group of volunteer employees within its office to conduct a test of the app. At the end of the pilot program period, the Secretary shall report all the findings to the General Assembly.

A BILL FOR

AN ACT concerning transportation.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. Short title. This Act may be cited as the Electronic Driver's License Pilot Program Act.

Section 5. Purpose. The purpose of this Act is to create a pilot program that would test the use of electronic driver's licenses in this State and to report the findings to the General Assembly.

Section 10. Pilot Program.

(a) Six months after the effective date of this Act, the Secretary of State shall develop a program to test the use of electronic driver's licenses in this State for purposes similar to the use of physical driver's licenses.

(b) Six months after the effective date of this Act, the Secretary shall designate a limited group of volunteer employees within its office, who frequently use state or private vehicles, to be part of a group that shall test an electronic driver's license program for a period of at least 90 days.

(c) The pilot program group may use all features of the electronic driver's license app, except for the purpose of purchasing alcohol, and shall be responsible for examining the app's security features and ease of use.

(d) At the end of the pilot program period, the test group shall give its findings to the Secretary who shall file a report with the General Assembly. The report shall include, but is not limited to:

(1) the overall function of the electronic licenses;

(2) the benefits to the State of having an electronic driver's license app;

(3) the security concerns while using the app; and

(4) the cost projection for State-wide use of electronic driver's licenses.

Section 15. Expiration. This Act is repealed on December 31, 2018.
