SYNOPSIS AS INTRODUCED:

    Amends the Illinois Police Training Act. Provides that on or before January 1, 2017, the Law Enforcement Training Standards Board shall adopt rules requiring liability insurance for law enforcement officers and rules providing minimum standards for psychological evaluations for officers including, but not limited to, satisfactory psychological evaluations before serving as an officer and satisfactory psychological evaluations every 5 years. Amends the State Police Act making similar changes for State police officers. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Police Act is amended by adding
5Sections 40 and 45 as follows:
 
6    (20 ILCS 2610/40 new)
7    Sec. 40. Psychological evaluations. On or before January 1,
82017, the Department shall adopt rules providing minimum
9standards for regular psychological evaluations for auxiliary,
10probationary, full-time, and part-time State police officers
11including, but not limited to, (1) a satisfactory psychological
12evaluation before a person may serve as a State police officer
13in any capacity and (2) a satisfactory psychological evaluation
14every 5 years.
 
15    (20 ILCS 2610/45 new)
16    Sec. 45. Liability insurance. On or before January 1, 2017,
17the Department shall adopt rules requiring all auxiliary,
18probationary, full-time, and part-time State police officers
19to maintain liability insurance, at an amount to be determined
20by the Department, for any act committed by the State police
21officer for which the State or any unit of local government may
22be held liable.

4    Sec. 10.19. Psychological evaluations. On or before
5January 1, 2017, the Board shall adopt rules providing minimum
6standards for regular psychological evaluations for auxiliary,
7probationary, full-time, and part-time law enforcement
8officers including, but not limited to, (1) a satisfactory
9psychological evaluation before a person may serve as a law
10enforcement officer in any capacity and (2) a satisfactory
11psychological evaluation every 5 years.
 
12    (50 ILCS 705/10.20 new)
13    Sec. 10.20. Liability insurance. On or before January 1,
142017, the Board shall adopt rules requiring all auxiliary,
15probationary, full-time, and part-time law enforcement
16officers to maintain liability insurance, at an amount to be
17determined by the Board, for any act committed by the law
18enforcement officer for which the State or any unit of local
19government may be held liable.
 
20    Section 99. Effective date. This Act takes effect upon
21becoming law.
