SYNOPSIS AS INTRODUCED:
 
20 ILCS 1305/10-67 new

    Amends the Department of Human Services Act. Provides that, beginning 6 months after the effective date of the amendatory Act, upon the request of a person diagnosed with an intellectual disability or a developmental disability or the guardian or caregiver of the person, the Department shall issue a certification card denoting that the person has been diagnosed with an intellectual disability or a developmental disability. Provides that the certification card and the person's driver's license may be presented to law enforcement officers as necessary. Requires the Department to establish by rule the proof required to be produced by a person diagnosed with an intellectual disability or a developmental disability who requests a certification card and permits the Department to collect a reasonable fee for the issuance of the certification card as determined by the Department. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Human Services Act is amended
5by adding Section 10-67 as follows:
 
6    (20 ILCS 1305/10-67 new)
7    Sec. 10-67. Intellectual or developmental disability
8certification card.
9    (a) Beginning 6 months after the effective date of this
10amendatory Act of the 99th General Assembly, upon the request
11of a person diagnosed with an intellectual disability or a
12developmental disability or the guardian or caregiver of the
13person, the Department shall issue a certification card
14denoting that the person has been diagnosed with an
15intellectual disability or a developmental disability. The
16certification card and the person's driver's license may be
17presented to law enforcement officers as necessary.
18    (b) The Department shall establish by rule the proof
19required to be produced by a person diagnosed with an
20intellectual disability or a developmental disability who
21requests a certification card under subsection (a).
22    (c) The Department may collect a reasonable fee for the
23issuance of the certification card as determined by the

2    (d) The Department may adopt any rules necessary to
3implement this Section.
 
4    Section 99. Effective date. This Act takes effect upon
5becoming law.
