SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-699.14 new

    Amends the State Finance Act. Creates the Chicago Public Schools Special License Plate Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of Chicago Public Schools license plates. Provides that the design and color of the special plates shall be determined by a contest that every elementary school pupil attending a Chicago public school is eligible to enter, and the winning design shall be selected by a committee. Establishes membership of the committee. Provides that the applicant shall pay an additional fee of $40 for original issuance of the plates, of which $25 shall be deposited into the Chicago Public Schools Special License Plate Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $40 shall be charged for each renewal, of which $38 shall be deposited into the Chicago Public Schools Special License Plate Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Chicago Public Schools Special License Plate Fund shall be paid as grants to the City of Chicago, on an annual basis, to be used in funding Chicago public schools. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.866 as follows:
 
6    (30 ILCS 105/5.866 new)
7    Sec. 5.866. The Chicago Public Schools Special License
8Plate Fund.
 
9    Section 10. The Illinois Vehicle Code is amended by adding
10Section 3-699.14 as follows:
 
11    (625 ILCS 5/3-699.14 new)
12    Sec. 3-699.14. Chicago Public Schools license plates.
13    (a) The Secretary, upon receipt of all applicable fees and
14applications made in the form prescribed by the Secretary of
15State, may issue special registration plates designated as
16Chicago Public Schools license plates. The special plates
17issued under this Section shall be affixed only to passenger
18vehicles of the first division or motor vehicles of the second
19division weighing not more than 8,000 pounds. Plates issued
20under this Section shall expire according to the multi-year
21procedure established by Section 3-414.1 of this Code.

1    (b) The design and color of the special plates shall be
2determined by a contest that every elementary school pupil
3attending a Chicago public school is eligible to enter. The
4designs submitted for the contest shall be judged on September
530, 2015, and the winning design shall be selected by a
6committee. The committee shall be composed of the Secretary,
7the Director of State Police, the Mayor of the City of Chicago,
82 members of the Senate with one member appointed by the
9President of the Senate and one member appointed by the Senate
10Minority Leader, and 2 members of the House of Representatives
11with one member appointed by the Speaker of the House of
12Representatives and one member appointed by the House of
13Representatives Minority Leader. The plates are not required to
14designate "Land of Lincoln" as prescribed in subsection (b) of
15Section 3-412 of this Code. The Secretary may allow the plates
16to be issued as vanity or personalized plates under Section
173-405.1 of this Code. The Secretary shall prescribe stickers or
18decals as provided under Section 3-412 of this Code.
19Appropriate documentation, as determined by the Secretary,
20shall accompany each application.
21    (c) An applicant shall be charged a $40 fee for original
22issuance in addition to the appropriate registration fee, if
23applicable. Of this fee, $25 shall be deposited into the
24Chicago Public Schools Special License Plate Fund and $15 shall
25be deposited into the Secretary of State Special License Plate
26Fund. For each registration renewal period, a $40 fee, in

1addition to the appropriate registration fee, shall be charged.
2Of this fee, $38 shall be deposited into the Chicago Public
3Schools Special License Plate Fund and $2 shall be deposited
4into the Secretary of State Special License Plate Fund.
5    (d) The Chicago Public Schools Special License Plate Fund
6is created as a special fund in the State treasury. All moneys
7in the Chicago Public Schools Special License Plate Fund shall
8be paid, subject to appropriation by the General Assembly and
9distribution by the Secretary, as grants to the City of
10Chicago, on an annual basis, to be used in funding Chicago
11public schools.
 
12    Section 99. Effective date. This Act takes effect upon
13becoming law.
