SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-699.14 new

    Amends the State Finance Act. Creates the City Colleges of Chicago Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of City Colleges of Chicago plates. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates, of which $10 shall be deposited into the City Colleges of Chicago Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $25 shall be charged for each renewal, of which $23 shall be deposited into the City Colleges of Chicago Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the City Colleges of Chicago Fund shall be paid as grants to the City Colleges of Chicago Foundation for the purposes of funding and expanding existing scholarship and academic assistance programs; initiating new scholarships; funding projects that support curriculum development; and funding projects that support emerging technologies that enhance the student and faculty experience.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.866 as follows:
 
6    (30 ILCS 105/5.866 new)
7    Sec. 5.866. The City Colleges of Chicago Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699.14 as follows:
 
10    (625 ILCS 5/3-699.14 new)
11    Sec. 3-699.14. City Colleges of Chicago plates.
12    (a) The Secretary, upon receipt of all applicable fees and
13applications made in the form prescribed by the Secretary of
14State, may issue special registration plates designated as City
15Colleges of Chicago plates. The special plates issued under
16this Section shall be affixed only to passenger vehicles of the
17first division or motor vehicles of the second division
18weighing not more than 8,000 lbs. Plates issued under this
19Section shall expire according to the multi-year procedure
20established by Section 3-414.1 of this Code.
21    (b) The design and color of the special plates shall be

1wholly within the discretion of the Secretary, except that the
2City Colleges of Chicago logo and colors shall be on the plates
3along with the phrase, "City Colleges of Chicago". Appropriate
4documentation, as determined by the Secretary, shall accompany
5each application.
6    (c) An applicant shall be charged a $25 fee for original
7issuance in addition to the appropriate registration fee, if
8applicable. Of this fee, $10 shall be deposited into the City
9Colleges of Chicago Fund and $15 shall be deposited into the
10Secretary of State Special License Plate Fund. For each
11registration renewal period, a $25 fee, in addition to the
12appropriate registration fee, shall be charged. Of this fee,
13$23 shall be deposited into the City Colleges of Chicago Fund
14and $2 shall be deposited into the Secretary of State Special
15License Plate Fund.
16    (d) The City Colleges of Chicago Fund is created as a
17special fund in the State treasury. All moneys in the City
18Colleges of Chicago Fund shall be paid, subject to
19appropriation by the General Assembly and distribution by the
20Secretary, as grants to the City Colleges of Chicago Foundation
21for the purposes of funding and expanding existing scholarship
22and academic assistance programs; initiating new scholarships;
23funding projects that support curriculum development; and
24funding projects that support emerging technologies that
25enhance the student and faculty experience.
