1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Automated Motor Vehicle Study and Report Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Automated motor vehicle" means a vehicle capable of
8operating in full automation mode, or the unconditional,
9full-time performance by an automated driving system of all
10aspects of the dynamic driving task, as defined by the Society
11of Automotive Engineers in its information report J3016-2014.
 
12    Section 10. The Automated Motor Vehicle Study and Report.
13    (a) There is hereby created the Automated Motor Vehicle
14Study and Report.
15    (b) The Secretary of State shall conduct a study on the
16feasibility of the operation of automated motor vehicles in
17this State and produce a report on its findings. The report
18shall include but not be limited to the following:
19        (1) research on whether automated motor vehicles
20    reduce traffic fatalities and crashes by reducing or
21    eliminating driver error;
22        (2) research on whether automated motor vehicles

1    reduce congestion and improve fuel economy through better
2    utilization of existing highway capacity and more
3    efficient operation of a vehicle's acceleration and
4    braking controls; and
5        (3) recommendations on which, if any, current laws
6    should be amended to accommodate the introduction or
7    testing of automated motor vehicles in this State.
8    (c) The Secretary shall submit the report and
9recommendations, including recommended legislative action, to
10the Governor and the General Assembly on or before July 1,
112016.
 
12    Section 15. Expiration. This Act is repealed on January 1,
132017.
 
14    Section 99. Effective date. This Act takes effect upon
15becoming law.
