1    AN ACT concerning public aid.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Public Aid Code is amended by
5adding Section 12-4.49 as follows:
 
6    (305 ILCS 5/12-4.49 new)
7    Sec. 12-4.49. Medical Card; State identification card. The
8Department of Healthcare and Family Services, in cooperation
9with the Secretary of State and the Department of Human
10Services, shall undertake a study to determine the feasibility
11of permitting recipients of medical assistance provided under
12Article V of this Code to obtain authorized benefits by
13presenting a valid State identification card issued by the
14Secretary of State in place of a separate Medical Card. The
15study shall include an analysis of any costs or cost savings
16associated with:
17        (1) discontinuing the distribution and use of a
18    separate Medical Card for recipients of medical assistance
19    provided under Article V of this Code;
20        (2) permitting recipients of medical assistance
21    provided under Article V of this Code to qualify for a
22    waiver of any fee prescribed under the Illinois
23    Identification Card Act and collected by the Secretary of

1    State for the issuance of a State identification card; and
2        (3) establishing a verification process that would
3    enable healthcare providers participating in the medical
4    assistance program under Article V of this Code to use a
5    person's Social Security number as it appears on a valid
6    State identification card issued by the Secretary of State
7    to verify that person's eligibility for medical
8    assistance.
9    The Department of Healthcare and Family Services, in
10cooperation with the Secretary of State and the Department of
11Human Services, shall present its findings to the General
12Assembly within 6 months after the effective date of this
13amendatory Act of the 99th General Assembly.
